Proposal not to build expert housing area (phase 2) at Ho Chi Minh City High-Tech Park

The market for apartments and houses for sale and rent around the High-Tech Park is so large and diverse that building housing and service areas for experts is no longer feasible.

The Management Board of Ho Chi Minh City High-Tech Park (SHTP) has just issued Document No. 982/KCNC-QHXDMT reporting to the City People's Committee on the Project of Housing and Service Area for Experts at SHTP.

According to the report, the Project of Housing and Expert Services at SHTP, invested by High-Tech Trading and Services Company Limited, was granted the first investment certificate on December 16, 2013. The project is invested on an expected area of ​​61.7 hectares, of which phase 1 is 26.8 hectares, phase 2 is 34.9 hectares.

On November 15, 2019, SHTP Management Board adjusted the first investment registration certificate for the Project with an area of ​​62.3 hectares (phase 1 is 26.9 hectares, phase 2 is 35.4 hectares).

According to the granted investment registration certificate, phase 1 of the Housing and Service Area for Experts Project will complete construction in August 2022.

However, up to now, the project has only built about 11,556 m2 of the total land area. According to the assessment of the SHTP Management Board, the project is currently behind schedule and will continue to be delayed due to many problems and obstacles.

Currently, the market for apartments and houses for sale and rent around the High-Tech Park is very large and diverse, meeting the economic conditions of many different subjects to buy or rent.

At the same time, entertainment services in these areas and the area adjacent to the High-Tech Park are increasingly improved and developed.

Furthermore, the High-Tech Park is only about 12 km from the city center, so experts have many options for accommodation outside the High-Tech Park. Therefore, the Management Board finds that the High-Tech Park's planning of a 62.3-hectare land fund to implement the Housing Project for Experts is no longer feasible in the current situation.

In addition, the project has been repeatedly reported and denounced by the people regarding its effectiveness and the tenants that the investor signed contracts with. The Ho Chi Minh City Inspectorate has concluded this issue.

Therefore, the SHTP Management Board recommends that the City People's Committee approve not to continue implementing phase 2 of the Housing Project for Experts in the High-Tech Park.

In case the City People's Committee agrees not to continue implementing phase 2 of the Project, the Management Board will adjust the investment certificate and adjust the detailed construction planning project at a scale of 1/500 to eliminate phase 2 of the Project.

At the same time, adjust the land use function of the residential area to another function when proposing to adjust the detailed construction planning at a scale of 1/2000 of the High-Tech Park.
