Enterprises investing in Ho Chi Minh City High-Tech Park no longer have to go through "many doors"
Enterprises investing in the Ho Chi Minh City High-Tech Park now only need to submit their application at a single door at the High-Tech Park Management Board, which saves a lot of time and eliminates the need to go through “many doors” like before.
On April 16, the Management Board of Ho Chi Minh City High-Tech Park (SHTP) met with businesses investing in the High-Tech Park to inform them about new regulations when investing in the High-Tech Park.

Informing businesses, Ms. Huynh Thi Ngoc Dao, Chief of SHTP Office, said that since the implementation of Resolution 98, investment procedures at the High-Tech Park have now been significantly shortened.
Statistics show that from August 1, 2023 (the time of starting to implement Resolution 98) to March 30, 2024, the SHTP Management Board received and processed 18 environmental license applications, 6 appraisal and approval applications or adjustment of detailed construction planning projects 1/500 scale of investment projects in the High-Tech Park.
From the time of receiving the documents at the one-stop mechanism at SHTP, businesses only take about 6 months, even 4 months to complete the procedures, but with the same number of documents previously when transferred to inter-sectoral agencies, it took 2 years to complete the procedures.
Ms. Ho Thi Thu Uyen, Head of the HCM City Hi-Tech Park Business Association, said that businesses are looking forward to this administrative procedure reform, and the issue of re-establishing the one-stop mechanism has been proposed by businesses for a long time. "Resolving one-stop procedures on-site is considered a key factor in attracting investment to the Hi-Tech Park," Ms. Uyen assessed.
With the improvement of the investment environment from the one-stop mechanism in place, SHTP has sent a document proposing that the Ho Chi Minh City People's Committee delegate authority to the Management Board to carry out a number of other procedures such as: inspecting enterprises when there are signs of violating environmental protection laws; organizing appraisal, investigation, and incident resolution for construction works; licensing and managing foreign workers working in the High-Tech Park (this authority is currently under the authority of the Department of Labor, War Invalids and Social Affairs).

At the conference, the SHTP Management Board also informed businesses about Decree No. 10/2024/ND-CP regulating high-tech parks.
Mr. Nguyen Anh Thi, Head of SHTP, said that Article 46 of Decree 10 (stipulating the functions and legal status of the High-Tech Park Management Board) has created a corridor for SHTP to implement a one-stop shop. In 2024, with the decentralization and authorization regulations, administrative procedure settlement will have a breakthrough improvement with the spirit of being the fastest and most concise for investors.
“This is a prerequisite for the High-Tech Park Management Board to attract strategic investors and is the key to sustainable development,” Mr. Thi emphasized.
Speaking to a large number of businesses at the conference, Mr. Thi said that Resolution 98 and Decree 10 have removed institutional obstacles. "Currently, there is still a lot of vacant land in the Ho Chi Minh City High-Tech Park, so businesses should take advantage of the opportunity to build factories soon to put them into operation," Mr. Thi informed.
