EU adopts import control system 2 (ICS2) for rail and road

The Import Control System 2 (ICS2) into the European Union (EU) will apply to rail and road from 1 April 2025.


Aiming to enhance the safety and security of goods entering the EU by applying a standardized pre-arrival customs process to all modes of transport, the EU Import Control System 2 (ICS2) will extend to all means of transport, including road and rail, in addition to the existing requirements that apply to air, sea and inland waterways.

By requiring the submission of accurate and complete Arrival Summary Declaration (ENS) data prior to the arrival of goods, ICS2 enables customs authorities to better assess the risks associated with imported goods, thereby improving the EU's ability to prevent and combat customs offences, and ultimately ensuring a safer and more secure trading environment.

Accordingly, from 1 April 2025, before the arrival of goods, transport operators, including road and rail, will need to provide data on goods sent to or through the EU via a completed ENS declaration. This obligation also applies to postal and courier operators transporting goods by these modes of transport as well as other parties, such as logistics service providers. In certain cases, the final consignee established in the EU will also have to submit ENS declaration data to the ICS2 system.

Businesses that are not ready by the above date should contact the EU Member State Support Centre (National Customs Authority) where they registered and received their EORI number to request a grace period for implementation under the new rules by 1 March 2025. A grace period for delayed implementation will only be granted upon request.

To comply with the requirements of the ICS2 system, affected businesses need to ensure accurate and complete data collection from their customers, update their IT systems and operating procedures, and provide adequate training for employees.

Businesses will also need to successfully complete a compliance self-test before connecting to the ICS2 system, to verify their ability to access and exchange notifications with customs. Failure to meet the ICS2 requirements in a timely manner may result in goods being held at the EU border and not being cleared by customs.

The European Commission has worked closely with customs authorities and businesses in the Member States to develop the ICS2 system.

Starting from 1 September 2025, the ICS1 system will be phased out. ICS2 will completely replace ICS1 with a completely new business process in accordance with the Union Customs Code.
