Ho Chi Minh City Hi-Tech Park is assigned the authority to grant environmental licenses, approve construction projects, along with other procedures that are proposed to be decentralized.
The information was given by Ms. Huynh Thi Ngoc Dao, Chief of Office of the Management Board of Ho Chi Minh City High-Tech Park (SHTP) at a meeting with businesses held on the morning of April 16.
According to Ms. Dao, when implementing Resolution 98 on the special mechanism for the development of Ho Chi Minh City, SHTP was re-established with the authority to directly handle licensing, appraisal, and approval of environmental impact reports. This agency was also assigned to appraise and approve construction conditions according to the 1/500 planning of investment projects.
According to Ms. Dao, these authorities have re-established the one-stop mechanism on administrative procedures during the project investment and construction process. Previously, SHTP directly implemented the above contents, but due to changes in specialized laws, these authorities have been transferred to specialized agencies for implementation.
Specifically, land procedures are under the authority of the Department of Natural Resources and Environment, planning procedures are under the authority of the Department of Planning and Architecture... This causes the time to carry out investment procedures to be prolonged, affecting the progress of investment projects in the Ho Chi Minh City High-Tech Park.
Previously, businesses only spent about 6 months on procedures, but when transferring to the inter-sectoral agency, they had to spend 2 years to complete and implement the project. SHTP leaders assessed that the nature of high-tech industries is to develop products and quickly bring them to market. Long administrative procedures will cause technology to lose its breakthrough and reduce investment efficiency.
When implementing the new mechanism, by the end of March, Ho Chi Minh City High-Tech Park had resolved 18 environmental licensing applications and 6 applications for construction condition assessment for projects.

SHTP representative said that the unit is proposing to decentralize the authority to the Management Board of Ho Chi Minh City High-Tech Park to be assigned to carry out procedures for inspecting and sanctioning units with signs of violating environmental laws; appraising and resolving incidents with construction works in SHTP...
This unit also proposed transferring the function of establishing councils and organizing appraisal of science and technology facilities with investment projects from the Department of Science and Technology to SHTP.
Nguyen Anh Thi, Head of the Management Board of the Ho Chi Minh City High-Tech Park, said that the newly issued Resolution 98 and Decree 10 on the High-Tech Park establish an institutional framework for SHTP to implement the one-stop mechanism on-site. This is an important factor in administrative procedures that allows projects to be quickly deployed at SHTP in key areas such as semiconductors, aerospace, biotechnology, etc. He pledged to accompany businesses in removing procedural difficulties so that projects can soon come into operation.
Sharing with the press, Ms. Ho Thi Thu Uyen, Head of the HCM City Hi-Tech Park Business Association, assessed that the settlement of administrative procedures on-site is considered a key factor in state management, shaping the efficiency and competitiveness between high-tech parks in attracting investment. "Businesses will have high expectations for changes in administrative procedures this time," Ms. Uyen said.
