Continuing 75 years of achievements
Visiting Romania in 1957, President Ho Chi Minh was warmly welcomed by hundreds of thousands of Romanian people. Romania showed its affection for President Ho Chi Minh by naming a street after him.
When Vietnam gained independence, hundreds of thousands of Romanians took to the streets to celebrate the victory with Vietnam. In the process of building the country later, Romania continued to stand side by side and support Vietnam, especially when Vietnam was still facing difficulties. Romania helped Vietnam train many cadres during the war and after the war. Many of them have grown up to become professors, doctors, scientists, senior managers, especially in the fields of information technology, construction, etc.
In 2019, as the President of the European Union (EU), Romania played a decisive role in helping the EU and Vietnam sign the Free Trade Agreement (EVFTA); Romania was one of the first countries to ratify the Vietnam - EU Investment Protection Agreement (EVIPA). Thanks to that, it contributed to the remarkable growth of Vietnam's import and export turnover.
The Prime Minister suggested that, continuing the achievements of cooperation over the past 75 years, in the coming time, Vietnam and Romania need to strengthen and promote cooperation in all fields, including cooperation to share experience, knowledge and science and technology.
Fast and sustainable development
Prime Minister Pham Minh Chinh also said that Vietnam is mobilizing all resources to serve the country's rapid and sustainable development, based on science, technology, and innovation. In particular, Vietnam has built and implemented the National Digital Transformation Strategy; the National Strategy on Research, Development, and Application of Artificial Intelligence; established the National Innovation Center, etc.
The Prime Minister suggested that ICI consider Vietnam a priority partner in the process of expanding international cooperation. In the immediate future, both sides will send working delegations to each other to learn and jointly develop cooperation plans and programs; ICI will help Vietnam train high-quality human resources in this field.
According to Prime Minister Pham Minh Chinh, the World Economic Forum - Davos 2024 conference with the theme "Rebuilding trust" shows that trust is an extremely important factor, while Vietnam and Romania already have trust. The biggest obstacle between the two countries is the geographical distance, but the field of cooperation in science and information technology overcomes this limitation.
The Prime Minister encouraged Vietnamese and Romanian experts to jointly research and develop cooperation projects, especially in the fields of artificial intelligence (AI), cyber security and the application of information technology in social life.
"Time is limited, but cooperation between the two countries, especially in the fields of science and technology, artificial intelligence (AI), blockchain, etc., is limitless," the Prime Minister affirmed.
Facilitate cooperation between businesses
During a working session with leaders of Prahova province and the province's Chamber of Commerce and Industry shortly afterwards, the Prime Minister was also particularly impressed with the application of information technology in public service management and social security (smart city).
The Prime Minister hopes that businesses and localities will actively cooperate, invest, share and learn to contribute to realizing the vision and goals of the leaders of the two countries. "The Vietnamese Government will create all favorable conditions to encourage exchanges, connections and cooperation between businesses and localities of the two sides through specific projects," the Prime Minister pledged.
Prahova is a leading industrial, oil and gas, tourism and cultural center of Romania; famous for its natural beauty, rich history and diverse culture. Prahova has a sister province relationship with Hoa Binh province of Vietnam, a cooperation relationship between the two provinces was signed during the official visit to Romania in 2019 by Prime Minister Nguyen Xuan Phuc.
In particular, Prahova is home to Romania's first oil refinery, and together with the Ploiesti Petroleum University, which has a tradition of cooperation with Vietnam, it has made an important contribution to the oil and gas cooperation between the two countries. During the period from 1955 to 1985, about 253 Vietnamese engineers graduated from the Bucharest Petroleum and Geological Institute and the Ploiesti Petroleum University. Cooperation in training petroleum engineers between the two countries was restored in 2002 and by 2015, more than 70 Vietnamese petroleum engineers had graduated from the Ploiesti Petroleum University.
Also yesterday, under the witness of Prime Minister Pham Minh Chinh, the Romanian National Institute for Informatics Research and Development and the Vietnam National Institute of Digital Technology and Digital Transformation signed a Memorandum of Understanding on cooperation.
Today (January 22), the official welcoming ceremony for Prime Minister Pham Minh Chinh will take place at the Romanian Prime Minister's Office. Prime Minister Pham Minh Chinh and Prime Minister Marcel Ciolacu will hold talks, then attend the Vietnam - Romania business forum. Prime Minister Pham Minh Chinh will also meet with Romanian President Klaus-Werner Iohannis, President of the Romanian Senate and House of Representatives, before leaving Bucharest for Hanoi, successfully concluding his official visit to Romania.
