Mr. Luu Ba Mac said that currently the Ministry of Education and Training should focus on researching and implementing options to effectively use textbooks that are being used.
In his personal opinion, Mr. Mac believes that the Ministry of Education and Training should not be assigned to compile a set of textbooks, but the most important thing at the present time is to focus on assigning the Ministry of Education and Training to research and should itself implement a plan to effectively select and use the textbooks that are currently in use.
" Compiling another set of textbooks is not really necessary," Mr. Mac expressed, saying that based on the current textbooks, textbooks should be selected that are suitable for the teachers' abilities and teaching capacity, and at the same time suitable for the learning capacity and level of students in each locality and each school.

Most importantly, it is necessary to assign these subjects the real professional responsibility of choosing textbooks suitable for their subjects and the practical situation at their educational institutions.
“ The State management agency is only responsible for inspecting, urging and supervising the selection of textbooks and should not interfere with the professional work of teachers in selecting textbooks for their own educational institutions ,” said Mr. Mac. Delegate Luu Ba Mac also emphasized that the Ministry of Education and Training’s organization of the compilation of textbooks should only be considered after the implementation of current textbooks has been summarized and evaluated in a scientific, comprehensive and objective manner.
“ The most important thing at the moment, I think, is to maintain the trust, consensus and participation of teachers, students, parents and the whole society, ensuring the quality of education. From there, we can also reduce waste and social resources in compiling textbooks, ” said Mr. Mac.
Also at the discussion session this afternoon, National Assembly member, Doctor of Economics Nguyen Duy Thanh (Ca Mau delegation) disagreed with the assignment of the Ministry of Education and Training to compile a set of textbooks according to Resolution 88. Regarding this reason, the National Assembly member pointed out 3 basic reasons:
Firstly, in terms of legal basis, this is not consistent with Resolution 122/2020 of the National Assembly and the 2019 Education Law. “ Both of the above documents have adjusted the provisions of Resolution 88/2014 on “The Ministry of Education and Training organizes the compilation of a set of textbooks”, Mr. Thanh emphasized.
Second, on a practical basis, Mr. Thanh said that this is not suitable for reality, the policy of socializing textbook compilation has achieved results and is going smoothly.

Third, in terms of consequences, this can easily lead to the elimination of socialization, returning to a state of monopoly, contrary to the policy of encouraging socialization and going against international trends.
“ I believe that if the Supervisory Delegation had full information about textbook policies of countries around the world, they might not have raised this recommendation ,” Mr. Thanh added.
