State Treasury Region XIV: Ensuring operating conditions according to the new model

To better understand the organization of task implementation after the conversion to the new model, Gia Lai Newspaper reporters interviewed Mr. Pham Quang But - Director of the State Treasury Region XIV.

* Reporter: After converting operations to the new model, how will the organization and preparation of necessary conditions to ensure the operations of the State Treasury in Region XIV be implemented, sir?

- Mr. Pham Quang But: Implementing the direction of the Ministry of Finance and the State Treasury on ensuring the unit's operations according to the new model, we have urgently deployed the work contents on the organization of the apparatus, personnel, moving the workplace, moving working equipment, notifying the transaction units and relevant agencies about the name and location of the new transaction place. At the same time, directing specialized departments to carry out the conversion of system data, hand over facilities, assets, records and documents in accordance with regulations.

Immediately after the State Treasury announced the decisions on organizational structure and the appointment of leadership positions, the State Treasury Region XIV began operating under a new model, ensuring the safe, continuous and smooth operation of the State Treasury system in general and the State Treasury Region XIV in particular.

* Reporter: So how has the State Treasury Region XIV implemented its tasks and activities in the new organizational model?

- Mr. Pham Quang But: According to Decision No. 925/QD-BTC dated March 4, 2025 of the Minister of Finance, the State Treasury of Region XIV includes 4 provinces: Gia Lai, Kon Tum, Dak Lak, Dak Nong; the head office is located in Gia Lai. The organizational structure includes 8 functional and professional departments and 28 transaction offices located in localities.

In Gia Lai, there are 8 transaction offices of the State Treasury in Region XIV. Accordingly, transaction office No. 1 is located in An Khe town, transaction office No. 2 is located in Dak Doa district, transaction office No. 3 is located in Chu Se district, transaction office No. 4 is located in Ayun Pa town, transaction office No. 5 is located in Duc Co district, transaction office No. 6 is located in Chu Prong district, transaction office No. 7 is located in Krong Pa district, transaction office No. 8 is located in Kbang district.

As soon as it started operating under the new model with a large amount of work to be solved, based on the assigned functions and tasks, the collective leadership of the State Treasury of Region XIV focused on directing units and civil servants to fully implement tasks, ensuring coverage, inheritance and maintaining the unit's operations safely, continuously and smoothly before, during and after the process of restructuring the apparatus.

The functional departments at the center and the transaction offices in the localities have received the handover of finance, assets, working equipment; civil servants and employees from the merged units in accordance with the approved decision and list; ensuring organizational stability and assigning tasks to each civil servant according to the new model right from the first days of the merger, without affecting the implementation of political tasks and professional work of the units.

* Reporter: For the provinces of Kon Tum, Dak Lak and Dak Nong, how does the State Treasury Region XIV ensure the implementation of treasury tasks and activities, sir?

- Mr. Pham Quang But: According to the new model, the State Treasury in Region XIV has 28 transaction offices, of which, in Kon Tum there are 7 transaction offices, Dak Lak has 8 transaction offices, Dak Nong has 5 transaction offices. For provinces without headquarters, the leaders of the State Treasury in the region are assigned to be in charge of the area to direct and operate the operations of the transaction offices. At the same time, they are the focal point for coordinating with relevant agencies in the area, promptly advising local Party committees and authorities in the management and operation of the state budget fund in accordance with regulations.

The State Treasury of Region XIV is assigned to manage the vast provinces of the Central Highlands, so in the initial period of operation under the new model, it will certainly encounter certain difficulties. Therefore, we look forward to receiving the attention, leadership, direction, assistance and facilitation of local Party committees and authorities. At the same time, we will take advantage of the leadership and direction of the State Treasury and the coordination and support of relevant agencies in the area to successfully complete the assigned tasks.
