On September 18, the 10th Central Conference of the 13th tenure solemnly opened in Hanoi with many special innovations. This conference took place earlier and shorter than expected with a working program even outside of office hours. This clearly demonstrated the spirit of "Continuing to strongly innovate the Party's leadership and governance methods, an urgent requirement of the new revolutionary stage" - the title of an article recently written by General Secretary and President To Lam.
In his opening speech, General Secretary and President To Lam clearly analyzed that the Conference took place at a very special time: General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, an ideologist, and the theoretical flag bearer of the Party, left us at a time when the entire Party, people, and army were determined to successfully implement the Resolution of the 13th National Party Congress; storm No. 3 caused extremely heavy damage to people and property in most northern provinces and cities; when the entire Party, army, and people were focusing their utmost efforts to overcome the consequences caused by the storm...
"This Central Conference takes place earlier and is shorter than expected, we will work outside of office hours" - the General Secretary stated.
This is also the policy of the Politburo, the Secretariat, and the Party Central Committee in recent times. In a number of speeches, General Secretary and President To Lam requested to reduce meetings and increase the handling of urgent tasks. The Government and the Prime Minister also have many instructions with the spirit of "each person working as two"; "3 shifts, four shifts"... Before the Central Conference took place, the Politburo directly inspected and directed the handling of storm No. 3 in localities to have on-site decisions as well as long-term policies.
This Central Executive Committee meeting discussed and gave opinions on 10 contents belonging to 2 groups of strategic issues and some specific tasks. These are macro-level contents, having important significance not only in 1 term but also in a whole period.
The large amount of work needs to be resolved in a short time, with the spirit of impartiality, transparency, science, objectivity, caution, and thoroughness, the Central Committee gives opinions on important tasks to accelerate the "finish line" to successfully implement the Resolution of the 13th National Party Congress - the highest goal of the entire Party, the entire people, and the entire army in 2025; is the foundation for successfully implementing the 100-year strategic goals under the leadership of the Party and towards the 100th anniversary of the founding of the country.
Therefore, during the days of the Conference, the Party Central Committee worked outside of office hours.
At the end of the Conference, the 13th Party Central Committee discussed and gave opinions on the following contents: Draft Political Report of the 13th Party Central Committee; Draft Summary Report on a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report of the 13th Party Central Committee on summarizing Party building work and implementing the Party Charter; Draft Report on evaluating 5 years of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030; directions and tasks for socio-economic development in the 5 years 2026 - 2030; Summary Report on the implementation of the Party Election Regulations issued together with Decision No. 244-QD/TW, dated June 9, 2014 of the 11th Party Central Committee and draft amendments and supplements to the Party Election Regulations; Draft Summary of the personnel work of the 13th Party Central Committee and the direction of personnel work of the 14th Party Central Committee; introduction of the planning of the Politburo and Secretariat for the 14th term, 2026 - 2031 term; supplementary planning of the 14th Party Central Committee, 2026 - 2031 term; Report on the implementation of the 2024 Socio-Economic Development Plan, projected Socio-Economic Development Plan for 2025; Report on the assessment of the implementation of the state budget in 2024, state budget estimates for 2025; National 3-year state budget - finance plan for 2025 - 2027; investment policy for the entire North-South high-speed railway project; policy on establishing Hue city directly under the Central Government; election of additional members of the 13th Central Inspection Committee and a number of other important contents.
The Central Executive Committee approved the basic content of the draft documents to be submitted to the 14th Congress; assigned the Politburo to base on the Central Committee's discussion opinions and the Politburo's acceptance and explanation report to direct the Sub-committees to complete the above draft documents to collect opinions from Party congresses at all levels towards the 14th National Party Congress.
The Central Committee agreed on the policy of not supplementing or amending the Party Charter at the 14th Congress; on the basis of summarizing the implementation of the Party Charter, it is proposed that the 14th Congress assign the 14th Central Executive Committee to direct relevant agencies to continue researching and summarizing the implementation of the Party Charter from the beginning of the term to report to competent authorities for consideration and proposal to supplement or amend the Party Charter at an appropriate time.
The Central Executive Committee assessed that the 11th Party Central Executive Committee had issued and unanimously implemented the Party Election Regulations at the right time, promptly concretizing the Party's principles and regulations on election work, removing obstacles, promoting democracy, tightening discipline and order within the Party, meeting practical requirements. Basically, most of the contents of the Party Election Regulations are still consistent with current practice. Based on the summary of the implementation, the Central Executive Committee agreed to supplement and amend a number of contents to clarify, ensure strictness, specificity, and a more reasonable structure, meeting practical requirements.
It can be seen that the workload is huge and very important, but in response to the requirements of reality, the Central Committee has determined that the tasks must be carried out with the highest determination, the greatest effort, and drastic actions with many solutions to achieve the highest efficiency, ensuring the achievement and striving to exceed the set goals. That shows the Party's responsibility to the people, to the glorious and heroic history of the nation, to international friends; is a testament to the Party's leadership, governing and fighting capacity, so it is necessary to concentrate all resources and measures to complete it.
In a recent article, General Secretary and President To Lam affirmed: During more than 94 years of leading the Revolution, our Party has constantly researched, developed, supplemented, and perfected its leadership methods, and improved its leadership and governing capacity. This is the key factor ensuring that the Party is always clean and strong, leading the revolutionary boat through all rapids, achieving one victory after another. Based on the viewpoints of Marxism-Leninism and Ho Chi Minh's thought, the 7th National Party Congress for the first time mentioned "innovating the content and methods of Party leadership", emphasizing the need to "specify the relationship and working style between the Party and the State and people's organizations at all levels, first of all at the Central level". The 8th, 9th, 10th, 11th and 12th National Congresses all continued to supplement and develop viewpoints on the Party's leadership methods. The 13th National Congress emphasized "Continuing to strongly innovate the Party's leadership methods in new conditions".
In his article, General Secretary and President To Lam also quoted the famous saying of VI Lenin: “When the situation has changed and we have to solve tasks of a different kind, we should not look back and use yesterday's methods”. The practice of innovation is always moving and developing, requiring constant innovation in the Party's leadership and governing methods on the basis of steadfastness in the Party's principles; imbued with the teachings of General Secretary Le Duan: “We must lead closely and with principles, never wavering in the face of difficulties and challenges of the revolution”.
In reality, there is not much time left to complete the goals of the 13th Party Congress, the domestic and international situation still has many unfavorable factors, the consequences of storm No. 3 - the strongest storm in the past 30 years are also requiring urgent and long-term solutions to soon stabilize people's lives, restore socio-economic activities, continue to maintain growth momentum, and at the same time have to respond to storm No. 4 which is affecting the provinces in the North Central and Central Central regions. Therefore, this is the time to continue to strongly innovate the leadership method and governing capacity of the Party, which this Central Conference has taken pioneering steps, demonstrated in the organization of meetings, conferences... to focus on urgent and important tasks for the country and the people. That, once again, increases the people's trust in the Party.
To strongly innovate the Party's leadership method and governing capacity, ensuring that the Party is the great helmsman, leading our nation forward strongly as required by General Secretary and President To Lam, each locality and unit will have different specific solutions revolving around 4 key work contents on the basis of firmly upholding the Party's principles. And any innovation will have certain obstacles and difficulties, but with the motto of putting first the common interests, national interests, ethnic interests and the prosperous and happy life of the people, we will complete the goals of the 13th Congress to enter the era of national development.
We believe and hope that the exemplary spirit of the Party Central Committee in the face of a new historical moment, a new era, an era of national growth, will certainly spread to all levels and sectors in the entire political system. New momentum and new determination will create the strength for us to overcome the difficult period ahead to successfully complete the targets set out in the Resolution of the 13th National Congress.
