At the program, workers' representatives expressed their opinions to Ho Chi Minh City leader Phan Van Mai on issues such as access to social housing, payment of additional income, salary payment, schools for workers' children, etc.
Mr. Nguyen Tran Dang Minh, representative of District 10 Public Service Company, shared that every year his company has a priority review period for difficult cases to buy social housing. However, people who need to buy a house do not know where to borrow capital, what the conditions are... "We only know about social housing on TV and newspapers, but we really do not know where the project is, how to buy it... Even if we could borrow capital to buy, my husband and I are workers with an income of about 16 million/month, saving 2-3 million each month, so where would we get the money to pay monthly?", said Mr. Minh.
Agreeing with the above opinion, Mr. Pham Quang Thang (HCMC High-Tech Agriculture Research and Development Center) said that workers who want to buy a house can borrow up to 900 million VND, the rest must be prepared by themselves. Therefore, Mr. Thang suggested that HCMC should propose to increase the loan amount to buy a house so that workers can access social housing.
Mr. Phan Van Mai, Chairman of Ho Chi Minh City People's Committee, assessed that the current need for social housing for workers is necessary.
Responding at the program, Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, acknowledged the contributions of the company representatives. Mr. Mai said that social housing projects in Ho Chi Minh City are quite few due to problems with planning, land area and low investment efficiency of enterprises.
To solve this problem, the Chairman of the Ho Chi Minh City People's Committee proposed three solutions: building boarding houses, exploiting rental housing and social housing.
"Boarding houses are the most practical for workers. Ho Chi Minh City requires landlords to review housing conditions to meet certain standards, and lend landlords money to ensure minimum requirements for living and fire prevention. At the same time, there are support policies such as electricity and water bills... In the past, they have been implemented but have not met actual needs," said Mr. Mai.
In the near future, Ho Chi Minh City will implement rental housing clusters in areas with a large number of workers. "I don't think all workers need to buy houses, but they can rent houses at reasonable prices, a few million VND/month. We will urgently assign the Ho Chi Minh City Department of Construction to coordinate with the Ho Chi Minh City Labor Federation to develop a rental housing project so that it can be implemented from the beginning of next year," Mr. Phan Van Mai informed.
Regarding social housing, Ho Chi Minh City has set a target of building 35,000 units by 2025, but the number is currently very small. The Prime Minister assigned Ho Chi Minh City to build 26,200 units, and Mr. Mai said he will strive to achieve this target by next year.
"As for borrowing money to buy social housing, it only serves a small number of people in need. Homebuyers can go to the bank to borrow, and Ho Chi Minh City will support the interest rate. For example, with the same 1,000 billion VND, if the city lends to workers, only 1,000 people will have access. With the participation of banks, the efficiency will be higher, maybe tens of thousands of people can borrow," said Mr. Mai.
