At the 8th Central Conference of the 13th tenure, our Party issued Resolution No. 44 on the Strategy for National Defense in the new situation. Accordingly, our Party affirmed: Implementing the motto "with the unchanging, responding to all changes"; Grasping the situation, early detecting and promptly and effectively handling unfavorable factors and risks that cause sudden changes. At the same time, preparing plans to firmly protect independence, sovereignty, unity and territorial integrity. These are also the major thoughts and orientations in planning policies and strategies to protect peace and maintain territorial sovereignty in the current situation.
Speaking with VOV reporters, Major General, Associate Professor, Dr. Vu Cuong Quyet, Director of the Institute of National Defense Strategy (Ministry of National Defense) emphasized that protecting independence, sovereignty, and territorial integrity includes: land, airspace, sea, continental shelf, and cyberspace. In particular, we must protect the leadership of the Communist Party of Vietnam, protect the socialist regime, national interests, and protect the great national unity bloc. That means we must not only firmly protect the independence, sovereignty, and territorial integrity of the Fatherland, but also maintain political stability and a peaceful environment to build and develop the country.
PV : Along with determining the need to firmly protect the independence, sovereignty, and territorial integrity of the Fatherland, our Party also determines that it is necessary to maintain political stability and a peaceful environment to build and develop the country. Why does our Party make the task of "maintaining a peaceful environment" a motto and goal in the Fatherland Protection Strategy?
Major General Vu Cuong Quyet : Our Party has made the task of maintaining a peaceful environment a motto and goal in the National Defense Strategy because through the wars of liberation and defense of the Fatherland, suffering much pain and loss, we understand the value of peace, desire to maintain and are determined to maintain peace. For the Vietnamese people, peace is a sacred value, the foundation for stable development.
Maintaining a peaceful environment is a prerequisite for our country to develop its economy, culture and society, improve people's lives, build a prosperous and happy country, and create a foundation to firmly protect the Fatherland.
PV : So, a sustainable peace can only be ensured when the risks of war and conflict are eliminated early, right from the moment they start to form?
Major General Vu Cuong Quyet : That's right, maintaining a peaceful environment must be done by all appropriate measures, not allowing the country to have armed conflicts or wars. It is necessary to use peaceful methods, measures and solutions in accordance with international law. Proactively and actively participate in multilateral mechanisms to directly protect the peaceful environment, protect the country's position, create a proactive strategic position to prevent and repel all risks, not allowing armed conflicts or wars to occur. But at the same time, we must be ready to win if war occurs.
PV : The National Defense Strategy in the new situation determines that in foreign relations, we need to make efforts to promote cooperation, reduce disagreements and conflicts to achieve the highest benefits in the cause of building and defending the Fatherland. Is this considered the top priority so that we can mobilize the strength of the times for the task of defending the Fatherland?
Major General Vu Cuong Quyet : It can be affirmed that this is a completely correct policy and is considered a top priority, aiming to take advantage of the strength of the times in the cause of building and defending the Fatherland.
That is, through diplomacy, we continue to build strategic trust with partners, resolve conflicts, minimize disagreements on issues related to territorial sovereignty, national and ethnic interests. Through foreign relations, we also promote the image of the country, the Vietnamese people, and Vietnamese culture to other countries, and then expand cooperation in all fields, especially in economics, culture, science, technology, national defense, and security. These are very important material and spiritual resources for our country to develop rapidly, sustainably, and firmly protect the Fatherland.
PV : If domestic affairs are kept "warm inside", foreign affairs are kept "peaceful outside". These are two important tasks of a nation. The new point identified in Resolution No. 44 on the Strategy for National Defense in the new situation is that it is necessary to have proactive measures to establish a defense line, create a remote security belt to firmly protect the Fatherland. According to the Major General, how are the defense line and remote security belt understood here?
Major General Vu Cuong Quyet : The remote security belt to firmly protect the Fatherland is to create trust and support from countries, international organizations, people of the world, especially neighboring countries, countries in the region, major countries for the cause of building and protecting the Fatherland, to prevent and repel risks and challenges from afar; proactively build foreign affairs potential, be active in deep international integration. Promote bilateral relations to go into depth, stability, sustainability and long-term. Actively participate in consolidating and building to shape multilateral mechanisms, international law, building and consolidating a peaceful, friendly, cooperative and developing border.
Resolve remaining issues related to borders and maritime issues by peaceful means on the basis of international law. Actively participate in multilateral mechanisms on defense, security, peacekeeping operations of the United Nations, and issues on humanitarian assistance, search and rescue, disaster relief, cooperation in responding to non-traditional security challenges, traditional security, building strategic trust. Create a solid fence and a safe security belt to protect the Fatherland.
PV : Our Party also always emphasizes that we must always be steadfast, resolute and persistent in the fight to protect national interests. Can Major General Vu Cuong Quyet analyze this policy more clearly?
Major General Vu Cuong Quyet : Firm, determined, and persistent here means being steadfast with the goal of national independence and socialism, steadfast with the ideological foundation of Marxism-Leninism and Ho Chi Minh thought, steadfast with the all-people national defense policy, the people's war policy, steadfast and steadfast without panicking in the face of complex difficulties.
Resolute means resolutely fighting without compromise to protect the national interests, firmly protect the independence, sovereignty, unity, territorial integrity of the airspace, sea and islands of the Fatherland, resolutely maintain the peaceful environment and revolutionary achievements, resolutely maintain stability to build and develop the country, resolutely fight against peaceful evolution, violent overthrow, fight against violations of the law, corruption, waste, negativity and political opportunism, localism, group interests or degradation in political ideology, morality, lifestyle, self-evolution, self-transformation.
We persevere in both cooperation and struggle, resolving disputes, conflicts and disagreements by peaceful means on the basis of international law; persevere in closely following the realities of the local area to detect, prevent and repel early and from afar all risks of conflict and war; persevere in educating, persuading and transforming those who have gone astray, persevere in preventing and severely punishing acts of law violation against the country and absolutely must not be hasty or subjective in handling issues related to national and ethnic interests.
