As an area with two large rivers flowing through (Thu Bon and Vu Gia rivers), many lakes and dams storing water, every year, in preparation for the rainy and stormy season, the Steering Committee for Natural Disaster Prevention, Search and Rescue (PCTT-TKCN) of Dai Loc district (Quang Nam) focuses on leading and drastically implementing measures to prevent and combat floods and storms, and mitigate natural disasters to minimize damage to people and property of the state and people.
At the conference to summarize the work of natural disaster prevention, control and search and rescue in 2022 and deploy directions and tasks for the last months of 2023, comrade Ho Ngoc Man - Vice Chairman of the People's Committee, Deputy Head of the Standing Committee of the Steering Committee for Natural Disaster Prevention and Control and Search and Rescue of Dai Loc district said: According to the assessment of the National Center for Hydro-Meteorological Forecasting, due to the impact of global climate change, the weather and climate situation will have complex and unpredictable developments. It is expected that there will be storms with strong intensity and great destructive power making landfall in the Central region in general, the district in particular, causing great damage to property, crops, and even human lives if there is no careful and thorough prevention.

To proactively respond, the District People's Committee has directed the acceleration of the implementation of disaster prevention and control work in each locality, unit, and residential area. The Disaster Prevention and Control and Search and Rescue Command Committee for key projects such as Khe Tan, Tra Can, and Ho Chinh reservoirs has also been established; a plan to evacuate people in areas at risk of landslides and flash floods, low-lying areas along rivers and streams, and households at the foot of dams has been developed to be proactive in case of bad situations; repair and restore infrastructure, houses, and landslide embankments; inspect areas at risk of landslides and flooding on both banks of the Thu Bon and Vu Gia rivers to develop response plans.
The District People's Committee has also developed a regulation on information coordination between the Steering Committee for Disaster Prevention and Control of Dai Loc District and the Steering Committee for Disaster Prevention and Control of A Vuong, Song Bung 4, Dak Mi 4, Song Tranh Hydropower Plants... in the operation of the inter-reservoir in the Vu Gia - Thu Bon River basin to ensure absolute safety for the hydropower headworks to regulate water discharge, contributing to flood reduction and damage reduction for downstream areas.
The communication work on disaster prevention and mitigation for people in the downstream area before the storm season is also regularly and effectively carried out by the Steering Committee for Disaster Prevention and Control and Search and Rescue of Dai Loc district in coordination with hydropower plants operating on the Vu Gia river. This year, more than 500 elderly people in the district have been informed, said Mr. Vu Thanh Man - Head of the Representative Board of the Elderly Association of Dai Loc district: "This communication campaign provides a lot of useful information, helping to raise awareness of the community, especially the elderly who are vulnerable. From there, everyone is always prepared to respond to increasingly severe natural disasters and storms and floods. Through the conference, the elderly also grasped the main points of the Inter-reservoir Operation Process on the Vu Gia - Thu Bon river basin and the role of hydropower plants...".

As the Standing Agency of the District's PCTT&TKCN Command Committee, Lieutenant Colonel Nguyen Van Thanh - Deputy Commander, Chief of Staff of Dai Loc District Military Command shared: "In addition to actively advising, the District Military Command also directly and effectively deploys PCTT&TKCN measures. The unit has proactively coordinated with the District Police and military units stationed in the area to organize coordination of forces and means to be ready to mobilize when situations arise; strictly manage, maintain regular maintenance as well as purchase additional equipment and means for PCTT&TKCN work; direct the Military Commands of communes and towns to develop plans, solutions, and closely coordinate, close to the actual situation of each locality. When storms occur, strictly maintain the command, on-duty, PCTT&TKCN duty teams from the district to the grassroots to have effective handling measures. Along with that, to improve the ability to respond to natural disasters and storms In response to the flood, the District Military Command sent cadres to fully participate in training courses of the Military Region and organized training courses for mobile militia and shock troops to perform PCTT&TKCN tasks in 17 communes and towns...".
With the participation of the entire political system, the work of PCTT & TKCN has been deployed synchronously and effectively by Dai Loc district. This is a solid premise for the district government and people to be ready for the rainy and stormy season which is expected to be very complicated.
