This afternoon, January 24, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung and Vice Chairmen of the Provincial People's Committee: Ha Sy Dong, Le Duc Tien chaired a press conference on the socio-economic development situation in 2023, directions and tasks in 2024.

Many fields recorded remarkable development
Reporting at the press conference, Director of the Department of Planning and Investment Truong Chi Trung said: In 2023, Quang Tri province has 15/18 socio-economic targets reaching and exceeding the plan, 3/18 targets approaching the set plan.
Compared to 2022, the total product in the province (GRDP) is estimated to increase by 6.68%; GRDP per capita increases by 9.06%, estimated at 71 million VND; major balances of the economy are kept stable; the average consumer price index increases by 3.41%; capital mobilization in the area increases by 11.38%, estimated at 35,000 billion VND; total outstanding loans to the economy increase by 2.47%, reaching 52,000 billion VND, bad debt accounts for less than 1%. Total budget revenue in the area is 3,800 billion VND, reaching 94% of the local estimate and 96% of the central estimate.
Some areas recorded remarkable growth: Total grain output is estimated at 306,000 tons, the highest ever, surpassing the 300,000-ton mark for the first time. Compared to 2022, the industrial production index is estimated to increase by 10%; total retail sales of goods and consumer service revenue is estimated at 30,534.70 billion VND, up 14.45%; the number of overnight guests is estimated at 801,130, up 65.04%.
The work of building new rural areas has achieved remarkable results, with 74/101 communes meeting new rural standards (accounting for 73.26%), of which 12 communes have met advanced new rural standards. Investment promotion has made much progress, by the end of 2023, 52 projects had been approved for investment policy and granted investment registration certificates with a capital of VND 3,439.1 billion. Of which, in industrial parks and economic zones, there are 5 projects with a registered capital of VND 1,409.16 billion and 2 newly registered FDI projects with a registered capital of VND 30.52 billion.
Regarding the goals for 2024, many targets are set higher than in 2023, including the growth rate of total product in the area (according to GRDP) of 7% - 7.5%; GRDP per capita reaching 78 million VND; total social development investment capital reaching 27,000 billion VND; total budget revenue in the area of 4,000 billion VND... To achieve the set goals, the Provincial People's Committee has developed 9 groups of solutions.
Handling press concerns
At the press conference, many issues were of interest to reporters such as: budget revenue has decreased; disbursement of public investment capital is slow; projects are slow to be implemented, strong solutions are needed for these projects; the Thermal Power Plant project in the Dong - Nam Quang Tri Economic Zone has been announced to stop implementation, what is the next solution; long-term solution in protecting water resources on the Sa Lung River.
The failure of people to change the land use purpose leads to the misuse of land, causing the budget to lose money from transferring land use rights and disrupting planning; lack of land for filling materials and businesses not issuing invoices or only issuing 50% when selling this land; the problem is that some units have not created conditions for providing information to the press, such as reporters working to propagate the province's efforts in preventing smuggling and trade fraud but facing difficulties in accessing information.
Solutions to improve the provincial competitiveness index (PCI); need to speed up resettlement areas to serve the Van Ninh - Cam Lo expressway project; handle violations in the construction of wind turbine towers not in accordance with the granted locations of the two wind power projects Huong Linh 1 and Huong Linh 2; promptly resolve the land petition of Mr. Nguyen Quang Minh in Block 1, Khe Sanh town, Huong Hoa district...

The above contents were explained by leaders of departments and branches, and at the same time, solutions for implementation in the coming time were proposed.
Accordingly, for the increase in budget revenue, the main reason for the decrease in revenue is due to the general difficulties of the economy and tax exemption and reduction policies, the frozen real estate market, especially in the unstable structure of local revenue sources.
To increase revenue in 2024, the locality will work with the central government to propose solutions to increase revenue, including mechanisms to create conditions for businesses with development potential, while promoting trade activities through the two international border gates of Lao Bao and La Lay to increase import-export tax revenue and request to retain the excess revenue, and develop solutions to warm up the real estate market.
Regarding the field of improving the PCI index, the Provincial People's Committee will assign the agencies in charge of the field to continue administrative reform, improve the efficiency of industry management, continue to support businesses, and promptly remove difficulties for investors.
Regarding the progress of the projects, the reason for the delay is partly due to the loose management of land at the grassroots level, especially the land managed by the locality, leading to the situation of land use in the wrong land category, leading to many difficulties in resolving petitions and compensation for site clearance. Regarding the filling materials, an interdisciplinary inspection team will continue to be established to inspect, check and supervise.

In addition, focus on directing localities to accelerate site clearance, intensify propaganda and mobilization, and promptly complete resettlement areas for people to move to new places of residence, handing over the site to the construction unit. For projects that are slow to be implemented, many investors have limited capacity, and investment laws are still inadequate. Therefore, in the coming time, resolutely revoke projects due to investors' procrastination and violations of the law.
Regarding the water pollution incident on Sa Lung River, the authorities have promptly inspected, detected the cause and handled the polluting enterprises, and at the same time required the enterprises to invest in waste treatment measures, on the other hand, invest in installing regular monitoring and warning devices; cases of repeated violations will be strictly handled.
The case of wind turbines being built in the wrong location, the company's shortcoming is that when there is a written approval for adjustment from the competent authority, the company does not coordinate with relevant departments, branches and localities to adjust and complete the procedures. Currently, the authorities are continuing to inspect, review and advise the Provincial People's Committee to handle according to regulations.
