According to the Ministry of Finance, in the first quarter of 2025, the Tax Department issued 3,705 tax refund decisions with a total refund amount of VND 29,236 billion. The tax refund amount increased slightly, equal to 108% compared to the same period in 2024.
For tax refund sectors, the Tax Department has issued 3,423 tax refund decisions for export activities with a total tax refund amount of VND 26,163 billion. This is the sector receiving the largest tax refund, accounting for 89% of the total tax refund amount.
Also a field with a fairly high tax refund, up 139% over the same period in 2024, are investment projects. These projects have received 159 tax refund decisions from the tax authority with a total tax refund amount of VND 2,925 billion.
For the files eligible for pre-refund and post-audit, the Tax Department has refunded 17,320 billion VND to taxpayers, accounting for 59% of the total refunded tax, and increased compared to the same period in 2024.
The pre-refund audit files are cases where taxpayers request a tax refund for the first time, or cases with risks. The Tax Department has focused on thoroughly reviewing these tax files and issued 928 tax refund decisions for pre-refund audit files. The cases that have been refunded amount to VND 11,916 billion, accounting for 41% of the total refunded tax amount.
In the first quarter of 2025, tax departments nationwide have promoted tax refunds and promptly issued tax refund decisions for businesses. Typically, Tax Department of Region XVI issued 1,040 tax refund decisions equivalent to VND 7,643 billion, accounting for 26% of the total tax refund amount nationwide. Tax Department of Region XV refunded VND 3,731 billion, accounting for 13% of the total tax refund amount nationwide.
Tax Departments of Region III and Region V each refunded 8% of the total amount of tax refunded nationwide. Tax Departments of Region II (Ho Chi Minh City) and Tax Departments of Region I had a lower refund rate, reaching 7% of the total amount of tax refunded nationwide.
