On the morning of May 12, at the Quang Ninh Provincial Conference Center, the National Assembly's Committee for Culture and Education chaired and coordinated with the Ho Chi Minh National Academy of Politics, the Central Propaganda Department, the Ministry of Culture, Sports and Tourism, and Quang Ninh province to organize the 2024 Cultural Workshop with the theme: "Policies and resources for the development of cultural and sports institutions".

The workshop received many articles and presentations from central and local agencies, experts, scientists and businesses. The workshop recorded the participation of more than 300 delegates representing the Ethnic Council and Committees of the National Assembly, agencies under the National Assembly Standing Committee; representatives of leaders of central departments, ministries, branches and mass organizations; representatives of leaders of People's Committees and National Assembly delegations of provinces and cities; representatives of agencies managing cultural and sports institutions at the central and local levels; experts, scientists, managers; representatives of a number of associations and businesses operating in the fields of culture and sports.

In his concluding remarks, outlining a number of key issues at the workshop, National Assembly Standing Vice Chairman Tran Thanh Man stated that the workshop acknowledged the achievements in the work of building and developing cultural and sports institutions and pointed out the difficulties and shortcomings in the implementation process. The workshop identified, discussed and agreed on solutions to improve institutions, policies and ensure resources for the development of cultural and sports institutions.
Regarding the improvement of institutions and policies, the Standing Vice Chairman of the National Assembly emphasized the development of appropriate goals and roadmaps to complete the system of legal documents regulating cultural and sports institutions to ensure consistency, unity and feasibility; review legal documents, supplement and amend relevant legal provisions to clarify the concepts and connotations of "cultural and sports institutions", "cultural and sports establishments" as a basis for developing and applying investment, management, exploitation and operation policies and facilitating the construction and integration of planning for the network of cultural and sports institutions nationwide.
"Research and perfect investment policies for the development and operation of the cultural and sports institutions system, including public investment policies, investment policies under the public-private partnership model and socialization policies; preferential policies and investment support, especially regarding land, taxes, and credit capital in the construction of cultural and sports facilities to encourage economic sectors to participate in investment and development," the Standing Vice Chairman of the National Assembly emphasized.

Regarding the planning of cultural and sports institutions, the Standing Vice Chairman of the National Assembly proposed to complete the planning in a synchronous, modern, unique, effective direction, ensuring fairness and meeting the needs of the people; arrange land funds for cultural and sports institutions in convenient locations, suitable to actual conditions; pay attention to building and developing cultural and sports institutions for youth, children, workers, people with disabilities, and the elderly. At the same time, add specific indicators on the development of cultural and sports institutions to the content of the overall planning for local socio-economic development; continue to effectively implement the indicators in strategies, plans, and projects related to cultural and sports institutions.
The Standing Vice Chairman of the National Assembly noted the need to strengthen leadership, direction and guidance; innovate content and methods of organization, improve quality and efficiency of activities; build and replicate typical models of organizing activities, suitable for regions, subjects and ages; develop priority policies in mountainous areas, islands, border areas, remote areas, ethnic minority areas. Strengthen inspection, examination, auditing and supervision of public assets in general and public assets in cultural and sports institutions in particular.
The Standing Vice Chairman of the National Assembly also mentioned prioritizing the allocation of funds with focus, key points, according to a specific roadmap and goals; gradually increasing the level of state budget expenditure for cultural development in general, and the development of cultural and sports institutions in particular; attaching importance to and implementing socialization with the motto "The State and the people work together"; mobilizing resources to participate in building grassroots cultural and sports institutions. In addition, continuing to review and perfect regulations on criteria and conditions for arranging and reorganizing the apparatus, ensuring streamlining, improving the quality and efficiency of operations; researching and amending the remuneration regime for artists and actors participating in traditional art forms.

Previously, speaking at the workshop, Deputy Prime Minister Tran Hong Ha assessed that the workshop helped the Government assess and identify issues on mechanisms and policies to unleash resources, turn culture into a driving force; and economicize culture through the development of heritage, cultural products, and tourism.
Agreeing with the opinions and discussions at the Workshop on the current status of cultural and sports institutions, especially the existing causes and solutions, the Deputy Prime Minister said that it is necessary to continue institutionalizing and concretizing the Party's policies, guidelines and viewpoints on culture and sports. At the same time, continue to clarify the connotation of the concept of "cultural and sports institutions"; the accompanying policy mechanisms demonstrate the role of the state.
According to the Deputy Prime Minister, cultural and sports institutions must be considered a very important part of institutions related to social infrastructure. From there, it is necessary to determine a set of assessment criteria to include in planning at the national, regional, local and grassroots levels. In addition, it is necessary to study the model of cultural institutions in heritage cities and urban areas such as Hoi An.
“The issue now is the role of the state, the participation of society, businesses, and people in developing cultural and sports institutions to both build a spiritual foundation and contribute to culturalizing the economy, connecting society, developing the economy, tourism, and services,” the Deputy Prime Minister said.
Along with that, the Deputy Prime Minister said that there should be a "law" related to the field of cultural and sports institutions. In which, the state plays a leading role, focusing on prioritizing resources to carry out important tasks such as the target program for developing Vietnamese culture and people. In addition, it is necessary to further attract the participation of the private and social sectors in building cultural and sports institutions./.
