On the afternoon of October 8, Deputy Prime Minister Tran Hong Ha chaired an online conference with ministries, branches and localities on the implementation of the Land Law, Housing Law and Real Estate Business Law.

Attending and chairing the conference at Ninh Binh bridge point was comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee. Also attending were leaders of a number of departments, branches, localities and related units.
To implement the 2024 Land Law, the Government and the Prime Minister have issued many documents directing ministries, branches and localities to urgently focus on developing detailed regulations and instructions for implementing the Law, and to propagate, disseminate and allocate resources to organize the implementation of the Law.
The Ministry of Natural Resources and Environment has proactively urged and guided localities to organize the implementation of the Land Law, including: Requesting localities to proactively and urgently speed up the progress of building and promulgating detailed implementation documents according to assigned authority; proactively performing State management tasks according to the provisions of the Land Law and documents guiding its implementation, promptly promulgating economic-technical norms and unit prices of land products for application in the locality, establishing an interdisciplinary inspection team on the situation of organizing the implementation of the Land Law, Housing Law, and Real Estate Business Law.
With 59 contents of the 2024 Land Law and the Decrees guiding the implementation of detailed regulations, all People's Councils and People's Committees of provinces and cities have focused resources and immediately started drafting documents. To date, 47/63 provinces and cities have issued a number of documents detailing the implementation of the Land Law. However, no locality has issued all legal documents under its authority. Some localities have not issued any documents for implementation.
Regarding the implementation of the Housing Law and the Real Estate Business Law in 2024, the Ministry of Construction has issued many documents urging ministries, branches and localities to promptly issue documents detailing and guiding the implementation of the two Laws according to their authority. As of October 7, 2024, 12 localities have issued documents detailing the Housing Law; 10 localities are submitting to the Provincial People's Committee for consideration and promulgation; 41 localities are drafting or submitting to the Department of Justice for appraisal.
Speaking at the conference, Deputy Prime Minister Tran Hong Ha highly appreciated the efforts of ministries, branches, localities, associations, enterprises... in developing decrees, decisions, and circulars to put laws into practice.
Regarding some localities that are slow in issuing documents to implement the law, the Deputy Prime Minister requested that localities clarify the causes, responsibilities, and the extent of impact on socio-economic development in the area. If there are any difficulties, they should be proposed for clarification to promptly remove and resolve them.
At the conference, delegates raised difficulties and obstacles in the process of implementing documents to implement the 2024 Land Law, including limitations in human resources, time, experience, etc.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested ministries, branches and localities to make efforts and show the highest determination to speed up the progress of completing the construction and promulgation of decrees and circulars for early application in life, no later than October 15.
