On the afternoon of October 25, Deputy Prime Minister Tran Hong Ha chaired the 11th meeting of the National Steering Committee on Combating Illegal, Unreported and Unregulated Fishing (IUU). The meeting was connected online to the connecting points of ministries, sectors and coastal localities across the country.

According to the report of the Ministry of Agriculture and Rural Development, after 7 years of combating IUU fishing, removing the "Yellow Card" warning of the European Commission (EC), implementing Directive No. 32-CT/TW dated April 10, 2024 of the Secretariat, Resolution No. 52/NQ-CP dated April 22, 2024 of the Government, and instructions of the Prime Minister, Head of the National Steering Committee on IUU; through 4 inspections by the EC, the situation of combating IUU fishing has achieved some results in perfecting the legal framework; installing voyage monitoring equipment; building a national fisheries database, controlling imported aquatic products according to the provisions of the Agreement on Port State Measures; law enforcement, and sanctions against IUU fishing violations have been strengthened. The EC highly appreciates Vietnam's political determination, especially the strong direction and attention of the Central level.
However, there are still some tasks to combat IUU fishing that are slow to be resolved according to the EC's recommendations. The situation of fishing vessels violating illegal fishing in foreign waters continues to be complicated and increasing compared to before; the implementation of regulations on registration and granting of fishing licenses has not been completed yet. Up to now, the registration of fishing vessels updated on the national fisheries database has only reached about 91.6%; the granting of valid fishing licenses has only reached about 75.1%. There are still 7,035 "3 no" vessels nationwide. The work of monitoring, controlling and supervising fishing vessel activities at sea, entering and leaving ports in many localities has not been strictly implemented according to regulations; the rate of monitored fishing output for traceability is still very low. Law enforcement and handling of IUU fishing violations are still very low.

Implementing the direction of the Standing Secretariat, the Government, the Prime Minister, and the Ministry of Agriculture and Rural Development, Thanh Hoa province has recently stepped up the implementation of solutions to combat IUU fishing and promptly remove the IUU "yellow card". As of October 24, 2024, the total number of fishing vessels in the province was 6,738. Registration was carried out for 2,772 fishing vessels subject to registration, reaching a rate of 85.9%. There are still 454 fishing vessels with "2 no, 3 no". The number of vessels with valid registration reached 83.7%; the number of vessels with valid fishing licenses reached 93%; the number of vessels with valid food safety certificates reached 79.1%; the installation of voyage monitoring equipment for 1,076 fishing vessels reached 99.4%. Since the beginning of the year, the authorities have concentrated their forces, established patrol, inspection and control teams at sea and inlets, and detected and recorded 153 cases, with a total fine of 1.79 billion VND.

Concluding the conference, Deputy Prime Minister Tran Hong Ha affirmed that combating IUU fishing is the right, important, sustainable action, in line with policies and trends.
The Deputy Prime Minister requested the Ministry of Agriculture and Rural Development to coordinate with ministries, branches and localities to quickly deploy solutions to complete the criteria for registering fishing vessels, prevent and end the situation of fishing vessels violating illegal fishing, completely resolve the existing problems and limitations according to the EC's recommendations, and achieve the goal of "removing the yellow card" according to the direction of the Secretariat, the Government, the Prime Minister and the Ministry of Agriculture and Rural Development.
Authorities need to urgently launch a campaign to handle violating vessels in November. Localities must arrange human resources and means to strengthen the management of fishing vessel owners and inspect, control and monitor fishing vessel activities at sea, fishing vessels entering and leaving ports, and entering and leaving ports to ensure full compliance with regulations against IUU fishing.
