Conference of cadres, civil servants, public employees and workers of the Ministry of Home Affairs in 2024

On the morning of January 16, 2025, at the Ministry's headquarters, the Ministry of Home Affairs held a conference for cadres, civil servants, public employees and workers of the Ministry of Home Affairs in 2024. Comrade Pham Thi Thanh Tra, member of the Party Central Committee, Secretary of the Party Committee, Minister of Home Affairs and Comrade Nguyen Thi Bich Thuy, Director of the Department of Planning and Finance, Chairwoman of the Ministry of Home Affairs' Trade Union co-chaired the conference.


Attending the Conference were Deputy Minister Vu Chien Thang, Deputy Minister Cao Huy, and nearly 400 officials, civil servants, public employees, and workers of the Ministry of Home Affairs.

Minister Pham Thi Thanh Tra and Chairwoman of the Ministry's Trade Union, Director of the Department of Planning and Finance Nguyen Thi Bich Thuy co-chaired the Conference.

At the Conference, cadres, civil servants and public employees listened to the Reports on the assessment and summary of the leadership, direction and work results in 2024 of the Ministry of Home Affairs, the Report on the results of implementing democracy in the activities of the Ministry of Home Affairs in 2024, the Report on the assessment and summary of the activities of the Ministry's Trade Union in implementing democracy at the grassroots level, the Report on activities in 2024, and the 2025 work program of the People's Inspectorate.

Mr. Vu Dang Minh, Chief of Office of the Ministry of Home Affairs presented the Report on assessment and summary of the leadership, direction and work results in 2024 of the Ministry of Home Affairs.

Mr. Nguyen Huu Tuan, Director of the Department of Organization and Personnel, presented the Report on the results of implementing democracy in the activities of the Ministry of Home Affairs in 2024.

Mr. Ta Tan - Deputy Director of the Department of Non-Governmental Organizations, Head of the People's Inspectorate presented the 2024 Activity Report and 2025 Work Program of the People's Inspectorate.

Ms. Nguyen Thi Ha, Vice President of the Ministry's Trade Union, presented a report assessing and summarizing the activities of the Ministry's Trade Union in implementing democracy at the grassroots level.

During the discussion, the Conference heard speeches from leaders of the Department of Organization and Personnel, the Department of International Cooperation, the Department of Local Government; the Secretary of the Ministry's Youth Union and the opinion of a young civil servant recruited under Decree No. 140/2017/ND-CP of the Government regulating policies to attract and create a source of cadres from excellent graduates and young scientists to work at the Ministry of Home Affairs in recent years.

Minister Pham Thi Thanh Tra said that in 2024, the workload of the Ministry of Home Affairs will account for three-quarters of the workload of the entire political system. At the Government's summary meeting, the Government highly appreciated the Ministry of Home Affairs as the leading unit among all ministries, ministerial-level agencies, and government agencies in 2024.

In 2024, with outstanding efforts, high spirit and responsibility, the Ministry of Home Affairs has made extremely important contributions. It can be said that in no other year has the Ministry of Home Affairs completed such a large amount of work with such great pressure, requiring professional quality and high progress. The excellent completion of tasks in the year has fully and comprehensively demonstrated the capacity of the staff, civil servants and public employees of the Ministry of Home Affairs. The Minister expressed his emotion at the spirit of solidarity, dedication, efforts to overcome difficulties, working day and night, regardless of morning or evening to complete the tasks of civil servants and public employees in the Ministry. Even with very difficult tasks, seemingly impossible to complete, the Ministry has overcome them all very well.

Minister Pham Thi Thanh Tra commended and highly appreciated the results achieved by the Ministry of Home Affairs in 2024, as well as the sense of responsibility of each collective, individual civil servant, public employee, and employee of the Ministry of Home Affairs who contributed to the successful completion of the common tasks of the Ministry of Home Affairs.

To complete the tasks assigned to the Ministry of Home Affairs in 2025, Minister Pham Thi Thanh Tra requested that cadres, civil servants, public employees, and workers of the Ministry of Home Affairs strive to:

Promote the implementation of regulations and assigned tasks according to the Law on Grassroots Democracy Implementation, Decree No. 59/2023/ND-CP dated August 14, 2023 of the Government detailing a number of articles of the Law on Grassroots Democracy Implementation, Decision No. 346/QD-TTg dated April 6, 2023 of the Prime Minister promulgating the Plan for implementing the Law on Grassroots Democracy Implementation and Plan No. 2513/KH-BNV dated May 29, 2023 of the Ministry of Home Affairs on implementing the Law on Grassroots Democracy Implementation; at the same time, organize the good implementation of the Ministry of Home Affairs' Regulations on implementing democracy.

Effectively implement tasks according to the Government's Action Program to implement the Resolution of the 13th National Party Congress; the Government's Action Program for the 2021-2026 term to implement the National Assembly's Resolution on the 5-year Socio-Economic Development Plan 2021-2025 and the Action Program of the Ministry of Home Affairs. Continue to innovate leadership and management methods, promote digital transformation in the organization and operation of the Ministry.

Focus on directing, implementing and successfully completing tasks according to the Ministry's 2025 Work Program; focusing on perfecting institutions and policies related to the Ministry's state management fields, ensuring participation, contributing opinions, promoting the rights and responsibilities of civil servants, public employees and workers of the Ministry.

Continue to promote the role of mass organizations in the agency. Maintain emulation movements in the activities of agencies and units, and at the same time replicate advanced models to encourage and motivate the spirit of cadres, civil servants, public employees and workers. Implement well the regime of publicizing the responsibilities and powers of agencies, units and organizations, creating conditions for cadres, civil servants, public employees and workers of the Ministry to express their opinions and contribute directly to agencies, units and organizations in performing tasks, implementing policies and other regulations at agencies and units.

Promote the implementation of the policy of streamlining the organizational apparatus in conjunction with restructuring and improving the quality of the Ministry's civil servants and public employees; increase the attraction and recruitment of talented people; improve the quality and effectiveness of training and fostering civil servants and public employees to meet the requirements of tasks in the new situation.

Continue to promote administrative reform, improve the effectiveness and efficiency of state management and the quality of public services. Promote thrift practice, combat waste and strictly implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership in thrift practice and combat waste. Tighten administrative discipline and order, improve ethics and public service culture, while encouraging the spirit of innovation, creativity, daring to think, daring to do, daring to take responsibility for the common good, effectively promoting the participation and contribution of civil servants, public employees and workers to the development of the Ministry and the Home Affairs sector.
