
According to the draft project to adjust the General Planning of Hoi An City to 2035, with a vision to 2050, which is preparing to collect opinions from central ministries and branches, Hoi An has decided to plan subdivision III including the entire boundary of Thanh Ha ward and Cam Ha commune to make a new urban and rural development area.
This area has a total area of over 1,319 hectares and will be a mixed-use urban center with average construction density and height. At the same time, this is a new urban area with the function of reducing the load on the existing historical center as well as creating a new highlight for the dynamic and modern city of Hoi An in the future.
According to the leader of Hoi An City People's Committee, the reason this is called a new urban and rural development zone is because it will be planned as an area for community tourism development associated with agricultural activities.
This is also an existing rural residential area and new rural residential areas with low construction density and high floors; at the same time, it still retains the village structure and is closely connected to the surrounding agricultural space.
The above plan is considered reasonable because Thanh Ha ward and Cam Ha commune have many major highlights of agricultural culture associated with residential areas, especially Thanh Ha pottery village and Tra Que vegetable village.

In this subdivision, a multi-functional cultural park complex of about 105.6 hectares will also be planned, serving as a new highlight area of Hoi An City; a buffer space, connecting the old town and the new town, connecting the urban area and the river.
Thanh Ha ward will also plan an industrial and research - service and urban complex (hospital, sports center) on the west side of 28/3 street.
In addition, Hoi An will also plan a typical “agricultural village” area connected to the Co Co River in the north of the city to create and preserve space in garden houses; plan an agricultural park associated with the “agricultural village” space and develop community tourism.
Mr. Nguyen Van Son - Chairman of Hoi An City People's Committee, said: "Although it is identified as the main new urban development area of Hoi An in the coming period, the city only limits the maximum height in Thanh Ha ward to 9 floors. We hope that the competent authorities will support this plan because other areas in Hoi An currently have a maximum of only 7 floors.
Thanh Ha area near Dien Ban is limited to 9 floors, which is suitable, to be compatible with heritage urban areas like Hoi An; at the same time, it contributes to more effective use of land resources, reserving a part of the vacant area for parks and trees.
The Hoi An City Planning Consulting Consortium further recommends that Hoi An's population target should not be pushed too high in the planning to fulfill the urban classification target.
Because if the population target is raised too high compared to the calculation, it will inevitably be necessary to concentrate the population in this area and then the 9-storey height limit planning will not be enough for Thanh Ha and Cam Ha areas, leading to the risk of breaking the existing urban structure of Hoi An.
