According to Mr. Ngo Anh Cuong, Head of Water and Construction Management Department, Lien Son Irrigation Company Limited: Lien Son Dam (Lap Thach) is one of the important hubs, the locomotive operating the main Lien Son irrigation canal system supplying irrigation water for more than 10 thousand hectares of agricultural land. In which, the left bank canal supplies water to Tam Duong, Vinh Tuong, Yen Lac districts and the right bank canal supplies water to Lap Thach district.
This is one of the irrigation systems that is considered superior, designed by the French, with the ability to flow by itself, helping to save costs and ensure irrigation water for production all year round. However, due to being repaired decades ago, some items are no longer suitable for the requirements compared to the actual situation, and need to be repaired and renovated.
The urgent repair project to ensure the safety of Lien Son dam was started in February 2025, with a total investment of more than 89 billion VND. This is component project number 2 of the urgent repair project to ensure the safety of reservoirs and dams of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment).
The investor is the Provincial Project Management Board for Construction Investment (PMU) of agricultural and rural development works, the construction unit is a joint venture of 3 contractors: Thanh Hoa Agricultural and Rural Development Construction Corporation - Quang Minh Construction Joint Stock Company - Thang Long Mechanical and Construction Joint Stock Company.
Arriving at the construction site at nearly 11am, the working atmosphere was still very bustling. The workers were working hard under the scorching sun, holding tightly to the formwork panels, pouring concrete on the upstream embankment of the dam, we could clearly see the determination of the contractor.
Mr. Nguyen Van Cong, the technical officer in charge of the construction site, said: With more than 60 workers, technical officers and many machines and equipment, after more than 2 months of construction, the project's progress is about 40% ahead of schedule. The items being vigorously deployed are the spillway, upstream embankment, downstream embankment, 3-gate culvert, etc.
Currently, the contractor is regularly maintaining 4 construction sites with an intensity of 2 shifts/day and is expected to increase one site next week, making good use of the remaining time before the flood season comes. Thanks to good preparation, especially in terms of human and material resources, right after the start of construction, the unit's teams took advantage of favorable weather to complete many items ahead of schedule.
This is an important project, once completed, it will contribute to modernizing irrigation management, in line with the orientation of irrigation development in the new period, contributing to the socio-economic development of the province.
In particular, in the face of increasingly complex climate change as it is today, irrigation water sources are increasingly scarce. The project is invested in a large and systematic scale to ensure irrigation water for key agricultural production areas, bringing new momentum to promote the province's agriculture to develop sustainably.
Deputy Director of the Provincial Agricultural and Rural Development Project Management Board Nguyen Duy Thang said: To ensure the quality of the project as well as construction safety, the Board regularly sends responsible officers to inspect the construction process. Urge contractors to increase human resources and machinery. Require contractors to build and implement plans to coordinate smoothly to avoid overlap.
Along with that, issue documents reminding contractors and workers to strictly comply with regulations on labor safety, construction site rules, minimize incidents, not let the construction process be affected, and strive to complete ahead of schedule.
