“Legal dissemination and education (LEP) plays an important role in helping soldiers raise their awareness of law compliance and discipline, contributing to the successful completion of the unit's political tasks. In the past, LEP has been carried out regularly by units, but the forms and methods have not been innovated much, so the effectiveness is not high. Therefore, innovation and application of digital transformation in LEP is extremely necessary to improve the quality and effectiveness of LEP, contributing to reducing violations of law and discipline," said Senior Lieutenant Le Xuan Sang, Propaganda Assistant, Political Department of Division 377 (Air Defense - Air Force).

Based on such concerns, Senior Lieutenant Le Xuan Sang and his team of authors have researched and launched a software application program called "Who is good at law" to create a support tool, a healthy playground, and excitement for officers and soldiers in studying and researching law and discipline, contributing to raising awareness and self-consciousness of soldiers.
The software program "Who is good at law" is easy to install and use on smartphones and mobile devices running the Android operating system with internet connection. When using, players can participate in answering multiple choice questions in individual mode (self-study) or competition mode (multiple people answering together) by operations entirely on the phone. At the end of the game, the player's results are stored on the ranking system of the 10 people with the best achievements. This method has encouraged and motivated soldiers to actively review to "compete" in legal knowledge with other participants in the program. In addition, this program software also integrates propaganda slogans and content "One law per week".
As one of the comrades with high results in the ranking of the software program "Who is good at law", Captain Ha Huy An, Political Commissar of Radar Station 20, Regiment 292, Division 377, excitedly said: "The good thing about the software application of the program "Who is good at law" is that even if officers and soldiers are stationed in small units, performing tasks far from the unit's command headquarters, they can still participate in studying and testing their legal awareness anytime, anywhere with just a smartphone".
Assessing the software initiative of the program "Who is good at law", Colonel Nguyen Minh Duc, Chief of Politics of Division 377, said: "This is an initiative of practical value, well meeting the requirements of innovation in legal dissemination work of Division 377 and can be widely applied in agencies and units throughout the army. In the coming time, the Political Department will continue to direct the group of authors to edit and supplement to perfect the initiative more effectively, popularize and widely apply it in practice, contributing to improving the quality of legal dissemination activities".
