Effectiveness of models for preventing and combating domestic violence

One of the most important solutions that the province has implemented is to promote propaganda on domestic violence prevention and control. From 2024 to present, the whole province has organized propaganda on 1,000 news, articles, and photos in press and media publications, nearly 500 banners on family work, gender equality, and domestic violence prevention and control. 100% of districts, towns, and cities have chosen FM loudspeaker clusters as a means of communicating to the people about typical good examples in the family; behavioral skills, handling situations in the family; and domestic violence prevention and control.

Departments, branches and organizations actively organize seminars, workshops and forums to raise people's awareness of the consequences of domestic violence. From 2024 to present, women's unions at all levels have organized 103 training courses, communication conferences and workshops on domestic violence prevention and control with over 8,000 participants; farmers' unions at all levels have disseminated information to over 120,000 officials and farmer members about gender equality and domestic violence prevention and control, etc.

To date, the province has built and maintained 1,835 models of domestic violence prevention and control according to the standards of the Ministry of Culture, Sports and Tourism, including: 301 clubs, 508 groups of domestic violence prevention and control; 1,025 trusted addresses in the community; 1 provincial center named "Sunshine House". These models focus on propagating and educating the law on domestic violence prevention and control, gender equality, child protection and care, contributing to raising awareness and changing community behavior.

Typically, in Ha Long City, the program “Safe House - No Violence” has attracted hundreds of households to participate. In Dong Trieu City, the model “Trusted Address in the Community” has helped victims have a safe shelter and receive timely support. The model “Community Consulting Group” of Quang Yen Town, whose members are union officials, local police and psychologists, is always ready to support victims through psychological and legal counseling and guidance on necessary procedures.

In particular, since April 2020, the Provincial Social Work Center has established the "Sunshine House" model with the aim of supporting women and girls who are victims of domestic violence and sexual abuse. After nearly 5 years of operation, "Sunshine House" has become a safe shelter, providing counseling services, medical care, legal support and life skills training for many victims. In 2024 alone, the Center has provided shelter and intervention for 5 victims of domestic violence.

The authorities closely coordinated and promptly intervened in handling domestic violence cases. In 2024 alone, the province recorded 84 cases of domestic violence, mainly mental violence, of which female victims accounted for 89%; 100% of victims received timely support and intervention; 4 cases were criminally prosecuted, 5 cases were administratively sanctioned, 4 cases were banned from contact, and 71 cases were commented on and criticized by the community.

Vocational training and business start-up guidance classes are held in many localities to help women gain more professional skills and build their own careers. This is one of the sustainable solutions to help them reduce their dependence on perpetrators of violence.

Thanks to the continuous efforts, the work of preventing and combating domestic violence in Quang Ninh has achieved many encouraging results. The situation of domestic violence has decreased significantly (in 2023 there were 200 cases, in 2024 there were only 84 cases). In the coming time, the province will continue to replicate and improve the quality of models, while promoting propaganda and education to make preventing and combating domestic violence a common responsibility of the whole society.
