On December 10, the Provincial People's Council held its 24th session to decide on a number of issues related to personnel work under the authority of the Provincial People's Council. Attending the meeting was comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee.
At the meeting, the Provincial People's Council listened to the Proposal of the Standing Committee of the Provincial People's Council introducing Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, to be elected as Chairman of the Provincial People's Council, term XIV, 2021-2026. The delegates of the Provincial People's Council conducted a vote, and the result was that Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, was elected as Chairman of the Provincial People's Council, term XIV, 2021-2026 with 100% of delegates attending the meeting in favor.
Next, the Provincial People's Council conducted the election process for the position of Chairman of the Provincial People's Committee for the 14th term, 2021-2026. As a result, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, was elected as Chairman of the Provincial People's Committee for the 14th term, 2021-2026.
Speaking at the ceremony to receive the new assignment, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Quang Ninh Provincial People's Committee, respectfully thanked the Provincial People's Council delegates on behalf of the voters and people of all ethnic groups in Quang Ninh Province for their trust in electing him to the position of Chairman of the Provincial People's Committee. The trust and confidence of the Provincial People's Council delegates is a valuable encouragement and motivation, creating a strong driving force for him to overcome all difficulties and challenges, and fulfill all new responsibilities and tasks assigned to him in the coming time.
He affirmed that this is a very important time, the last year of the 5-year plan 2021-2025 and the implementation of Party congresses at all levels, the year the country enters a new era - the era of national development. The Party Central Committee, the Politburo, and the Secretariat also have high expectations for large provinces with great potential such as Quang Ninh province, hoping that the province will accelerate, break through, and contribute more to the common cause. The people and businesses in the province also have high expectations for the innovation of local governments - the government of creation and action, especially when the authority and responsibility of localities are increasingly large and heavy. Along with that, the work of innovating and streamlining the organizational apparatus is an urgent task that needs to be implemented quickly and effectively in the coming time.
Being elected to the position of Chairman of the Provincial People's Committee is a great honor, but also a new and heavy responsibility . He expressed his high determination and outstanding efforts to receive and handle the work right from the first months and days of taking office, together with the Party Committee of the Provincial People's Committee, the collective leadership of the Provincial People's Committee, and members of the Provincial People's Committee, uniting, unanimously promoting collective intelligence and individual responsibility in the spirit of continuous learning, discipline, dedication, effort, innovation, dynamism, and creativity to most effectively carry out the assigned tasks, serving the people and businesses.
In the coming time, the Provincial People's Committee will focus on drastically implementing Resolution 31 of the Provincial Party Committee, Resolution 237 of the Provincial People's Council, contributing to the successful and comprehensive implementation of the Resolution of the 15th Provincial Party Congress. In particular, the key task is to reorganize the political system in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency; focus on removing bottlenecks and obstacles of key and important projects being implemented; promote digital transformation, green transformation, develop digital economy, green economy; study the draft of new specific mechanisms and policies for Van Don Economic Zone; focus on economic reconstruction after storm No. 3; improve the effectiveness and efficiency of budget revenue and expenditure, public investment, and ensure social security. Strive for the GRDP growth target in 2025 to reach 12%; Continue to improve the quality of administrative reform, improve the business investment environment, provincial competitiveness, maintain the leading position in the country in PCI, PAR Index, SIPAS.
Also at the meeting, the Provincial People's Council carried out the procedure to dismiss the Chairman of the Provincial People's Committee and elect the Vice Chairman of the Provincial People's Committee for comrade Cao Tuong Huy.
In her closing speech, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized: With the spirit of democracy, impartiality, objectivity and high responsibility to voters, at this session, the Provincial People's Council elected the positions of Chairman of the Provincial People's Council, Chairman and Vice Chairman of the Provincial People's Committee in accordance with the provisions of law with the consensus and high number of votes of confidence of the Provincial People's Council delegates attending the session. The Provincial People's Council believes and hopes that the comrades who have just been elected to hold positions of the Provincial People's Council and the Provincial People's Committee will maintain their political qualities, promote their capacity and sense of responsibility to lead, direct and operate the socio-economic development tasks of the province, strive to complete all assigned tasks, worthy of the trust of the Provincial People's Council delegates, the people and voters in the province.
The Chairman of the Provincial People's Council affirmed: At this time, the entire political system of the country is actively, resolutely and with great determination in implementing the summary of Resolution 18-NQ/TW of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently"; Along with the goals and tasks of socio-economic development in 2025, with the theme of the year being "Breakthrough in economic development, creating momentum for the new term", the Provincial People's Council calls on all levels, sectors, armed forces, business community, voters and people of all ethnic groups in the province to continue to promote the tradition of solidarity "Discipline - Unity", sense of responsibility, dynamism, creativity, initiative with high determination, great efforts and more drastic actions in directing, leading, operating, organizing implementation, closely following the actual situation to promptly have effective solutions to handle sudden and arising problems. Tighten discipline and administrative discipline; promote the responsibility of heads of government and management agencies at all levels; enhance transparency and accountability in performing public duties; Improve the effectiveness of coordination between levels, sectors, agencies, units and localities, especially in promptly resolving and removing difficulties of people and businesses; resolutely arrange the organization to be streamlined, strong, and operate effectively and efficiently. Strengthen decentralization and authorization to localities and units associated with inspection, supervision, control of power, individualization of responsibilities... to strive to successfully implement and complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress and the 5-year socio-economic plan for the period 2021-2025, creating a solid foundation for Quang Ninh to develop more and more sustainably, together with the whole country entering a new era - the era of national development, striving for Quang Ninh to become a centrally-run city by 2030.
He also requested the Provincial People's Committee, all levels and sectors to focus on directing, resolving and removing specific difficulties in each field; improve the leadership and management capacity of the government, the exemplary responsibility of the head and each cadre and party member in performing their duties, determined to fulfill the highest goals and tasks of 2024, creating a new momentum to lead and well organize the Party Congresses at all levels for the 2025 - 2030 term.
Committees, groups and delegates of the Provincial People's Council continue to promote a sense of responsibility, regularly maintain contact, listen to the legitimate thoughts and aspirations of voters, and promptly make recommendations to amend and supplement mechanisms and policies to suit reality. Actively supervise the settlement of voters' recommendations; supervise the organization and implementation of the People's Council's resolutions, so that the resolutions of the Provincial People's Council are issued and truly put into practice and effective. The Vietnam Fatherland Front Committee and its member organizations continue to closely coordinate with authorities at all levels in meeting voters, grasping the situation and thoughts of the people; improving the quality of supervision and social criticism; propagating and mobilizing people to actively participate in patriotic emulation movements, contributing to the successful implementation of the province's socio-economic development goals.
The Lunar New Year 2025 is approaching, the Chairman of the Provincial People's Council requested all levels and sectors to focus on preparing plans carefully so that people can enjoy Tet, welcome Spring in a warm, peaceful and happy atmosphere; pay special attention to and take care of Tet for families with meritorious services to the revolution, people in difficult circumstances; poor households, remote areas, ethnic minority areas, mountainous areas, border areas, islands; workers and laborers working in industrial parks, industrial clusters, officers and soldiers of the armed forces on duty at the border and islands. Promote propaganda about the achievements of the country and the province over the past years to create an atmosphere of excitement, trust, joy, multiplying pride, aspiration for prosperous development and happiness.
The Chairman of the Provincial People's Council expressed his gratitude to the Provincial People's Council delegates for their trust and confidence in electing the positions of Chairman of the People's Council and Chairman and Vice Chairman of the Provincial People's Committee with a high number of votes in agreement. "We are deeply aware that this is an honor, but also a great responsibility that the Party Committee, the government, voters and people in the province have entrusted to us. We will always maintain solidarity, unity, consensus, promote democracy, concentrate our intelligence, make efforts and strive to perform well the assigned duties and tasks.
