Kinhtedothi-On the morning of October 28, the Supervisory Delegation of the Hanoi People's Council worked with the Departments of Construction, Transport, Planning and Architecture, and Natural Resources and Environment on the implementation of Resolution No. 20/NQ-HDND dated September 23, 2021 of the Hanoi People's Council on the 5-year socio-economic development plan for the period 2021-2025.
The monitoring delegation is headed by Standing Committee Member of the City Party Committee, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha.
Completed and put into use 15 flower gardens
The monitoring delegation noted that the leadership and direction of the implementation of the Resolution of the City People's Council has been carried out with attention by the departments. The departments have advised the City to issue Resolutions, plans, options, and directive documents to implement the goals and tasks set out in socio-economic development.
The departments have also deployed, evaluated and achieved positive results according to the targets, solutions and measures assigned by the City. Specifically, the Department of Construction completed 3/5 targets; the Department of Transport deployed many tasks and solutions related to the management and operation of the city's traffic; the Department of Planning and Investment completed 85/100% of the targets on zoning and detailed planning, and completed 11/19 tasks assigned by the City; the Department of Natural Resources and Environment deployed many solutions to carry out land and environmental management in the city...
For the Department of Planning and Investment, Resolution No. 20/NQ-HDND assigned the implementation of 2 targets and 20 tasks, up to now 2 targets are being implemented; 11/19 tasks have been completed (accounting for about 57%), 8/19 tasks are being implemented (accounting for about 43%).
The Department of Planning and Investment has completed the appraisal, submitted and received approval from the City People's Committee for 13/13 tasks of planning construction in the district area, including the districts: Thanh Oai, Chuong My, Me Linh, Quoc Oai, Dan Phuong, Soc Son, My Duc, Thuong Tin, Phu Xuyen, Ung Hoa, Thach That, Phuc Tho, Ba Vi...
According to Resolution No. 20/NQ-HDND dated September 23, 2021 of the City People's Council, the Department of Construction is assigned to monitor the group of indicators on urban technical infrastructure and the group of indicators on urban and housing development. The implementation results from 2021 to present show that the rate of households provided with clean water in urban areas has reached 100%. By the end of August 2024, the rate of rural areas with access to centralized water supply systems has reached over 91%. Currently, 113/413 communes are being implemented by investors. It is expected that by 2025, 100% of households will have access to centralized clean water sources, ensuring the completion of targets according to the set plan...
In addition, the Department of Construction has advised the City People's Committee to issue a Plan to renovate, upgrade and build new parks and flower gardens in the city in the period of 2021 - 2025 (renovating 45 parks and flower gardens and building 6 new parks). Up to now, 6 parks have been completed and basically completed; 15 flower gardens have been put into use. By 2025, it is expected to complete the remaining 14 parks and flower gardens, reaching about 93% of the plan...
Pointing out difficulties in investing in clean water in rural areas
At the meeting, along with acknowledging the achieved results, the members of the monitoring delegation also said that there are still some difficulties and shortcomings that require more efforts. In particular, the Department of Construction is slow to complete clean water supply projects according to the planning, leading to difficulties in supplying water to rural areas. Drainage and wastewater treatment are difficult, there are still many flooded areas, especially in the western area of the city.
The rate of public passenger transport by the end of 2023 will reach 19.05%, while the plan assigned in the action program is 30-35%. Due to the Covid-19 pandemic lasting 3 years (from 2020 - 2022), it has seriously affected transport activities.
Traditional public transport such as buses cannot reach more customers, waiting time and travel time are prolonged, especially during rush hour, and the bus operation schedule is not guaranteed. Public passenger transport services are not synchronized, and have not promoted the advantages and travel costs compared to personal vehicles...
The implementation of construction projects for waste and wastewater treatment plants has not yet met the set schedule; the treatment of water pollution in the inner-city rivers of Kim Nguu, To Lich, Lu, Set; and Nhue - Day rivers has not yet met requirements; the relocation of facilities causing environmental pollution and not in accordance with planning still faces many difficulties...
From these realities, the members of the monitoring delegation requested the departments to clarify some contents: clearly stating the difficulties in attracting investors in the field of rural clean water supply due to unreasonable mechanisms or regulations that make investors not enthusiastic; the departments proposed solutions to remove difficulties. Some areas are already urban but many drainage channels are still under the management of the Department of Agriculture and Rural Development, it is recommended that there should be specific proposals for coordination between the agricultural and construction sectors; the departments need to clearly state solutions to resolve difficulties in renovating parks and flower gardens...
After listening to the departments' explanations, acceptance, and concluding remarks at the working session, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha acknowledged that despite many difficulties, the departments have made efforts to do their part well, completing the tasks and targets assigned by the City.
"Inspection and control work has been given more attention. Problem handling and post-inspection and control have been done well. Close coordination with specialized departments has been achieved, and solutions to overcome difficulties have been proposed and discussed together - this is a positive point compared to the previous term" - the head of the monitoring delegation emphasized.
Pointing out that there are still some limitations and difficulties, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha requested that departments urgently review the targets to synchronously deploy solutions and complete the targets according to the resolution.
For the Department of Construction, it is necessary to focus on the proportion of apartment buildings in urban housing development projects; the proportion of rental housing in new social housing investment projects... The Department of Transport should focus on the proportion of public passenger transport...
For difficult targets, it is necessary to report additional information, specify the causes, and forecast related issues affecting the progress of completing the targets clearly to the monitoring team. Thereby, recommend and propose solutions to overcome them in the coming time.
The delegation noted the recommendations of the departments and proposed to supplement and complete some contents analyzed and pointed out by the members of the monitoring delegation at the working session.
