Number of communes achieving new rural model status exceeds target
Reporting at the meeting, Vice Chairman of Ung Hoa District People's Committee Ngo Tien Hoang said that with the efforts of the entire political system from the district to the grassroots and the people, in recent years, the district's economy has maintained a fairly good growth rate; the city's socio-economic targets have basically been completed and exceeded.
Regarding the results of implementing 17 socio-economic targets for the period 2021-2025 assigned by the City for the 17 targets assigned by the City: from 2021 to 2022, the district achieved and exceeded 17/17 targets; from 2023 to 2024, it achieved and exceeded 16/17 targets for 2023 and 16/17 targets for 2024.
Annual budget revenue always exceeds the assigned estimate; total budget revenue in 5 years reached 2,337,251 billion VND, an average increase of 6.04%/year (the Congress's target is an average increase of 5%/year or more). State budget expenditure in the district during the period was 16,061 billion VND, an average increase of 10.37%/year. The district has implemented budget expenditure economically, prioritized development investment expenditure, focused, key, in line with the target program of Hanoi City and the programs and projects of the district, promptly serving the political tasks of the locality.
Ung Hoa district has built a 5-year plan for the district with 20 targets. It is expected to exceed and achieve 18/20 targets. Outstanding results after 4 years of implementation are shown in the following aspects: the number of communes achieving advanced new rural areas and achieving model new rural areas exceeded the set targets.
Up to now, the whole district has 28/28 communes recognized by the Hanoi People's Committee as meeting new rural standards; 9/28 communes meeting advanced new rural standards, 3/28 communes meeting model new rural standards. The district is honored to be recognized by the Prime Minister as meeting new rural standards in 2022.
The annual birth rate of the third child or more is controlled at 0.47%, higher than the set plan; the rate of trained workers by 2025 is given attention and improved, reaching 85%, exceeding the set plan.
The work of planning; management of urban and rural areas, and order for civilized urban construction are being carried out with attention; the construction of development plans is being completed; detailed planning, sectoral planning, commune and town planning are being established and adjusted... The general planning adjustment for new rural construction is being approved and the boundaries and detailed planning of commune centers and rural residential areas in 28/28 communes are being determined; detailed planning of the central area of Van Dinh town is being completed...
The work of caring for farmers' material and spiritual life is increasingly improved and enhanced. It is expected that the average income per capita in 2025 of the district will reach over 80 million VND/person/year. The rate of households using hygienic water will reach 100%; the rate of households in the town being provided with clean water will reach 100% and strive to have 100% of rural households in the area having access to clean water by the end of 2025.
Continue to increase the number of households using clean water.
At the monitoring session, the delegation members discussed and requested Ung Hoa district to clarify further the work of urban infrastructure development; the implementation of assigned planning tasks; the results of land use rights auctions; administrative reform, support for businesses and people in the area; the work of handling complaints, denunciations and security and order in the locality, etc.
Concluding the supervision session, Vice Chairman of the City People's Council Pham Qui Tien acknowledged the efforts of the entire political system of Ung Hoa district in implementing socio-economic development targets - especially the number of communes achieving advanced new rural areas and model new rural areas exceeding the set targets; the rate of trained workers by 2025 has been paid attention to and improved, reaching 85%, exceeding the set plan. Sharing some of the district's difficulties in terms of slow progress in public investment disbursement, targets for communes and towns meeting national health standards; targets for rural households being provided with clean water, and national standards for high schools, etc., the Head of the monitoring delegation requested the district to review and clarify the causes; and have more active implementation solutions from now until the end of the term. In particular, the district needs to focus on state management of the environment; pay attention to propaganda and increase the rate of clean water use among the people.
Along with that, the district focuses on implementing tasks related to land use rights auctions in the area; strengthening land management and construction order in the area, ensuring that approved plans are strictly implemented.
Focus on State management of basic construction investment projects for traffic infrastructure, water supply and drainage systems, and lighting systems. In addition, the district also needs to review the city's planning in the area and development goals for the 2026-2030 period to develop appropriate public investment plans.
