Giao Thuy District People's Council improves the quality of its activities

Resolve administrative procedures at the One-stop Administrative Center of Giao Thuy district.

The highlight in the activities of the People's Council of Giao Thuy district is the innovation and improvement of the quality of the sessions in a practical direction, promoting democracy and intelligence of the delegates in deciding important issues of the district. Before the sessions, the Standing Committee of the People's Council of the district proactively met with the People's Committee of the district, the Fatherland Front Committee of the district and related sectors to agree on the expected content of the sessions; assigned to prepare the content of the sessions early so as not to be passive in terms of time, the units assigned to prepare the content to be presented at the sessions had time to collect documents and develop, so the quality of the reports was improved. The examination of reports, submissions, and draft resolutions to be presented at the sessions was carried out seriously in all stages from preparation, examination and post-examination; the examination reports ensured high legality and criticism, serving as an important basis for the delegates of the People's Council of the district to discuss, consider and decide on issues at the sessions. In addition, the organization and operation of the sessions had many innovations and were scientific. The chair of the meeting always promotes democracy, opens up issues for delegates to discuss, question and answer questions, so the discussion and question sessions at the meeting are always lively and of high quality. In addition to the regular meeting twice a year, the Provincial People's Council has also flexibly organized many thematic meetings, improving the decision-making capacity of the District People's Council. At the same time, responding to the spirit of urgency and timeliness, demonstrating solidarity with the District People's Committee in directing and implementing the newly issued regulations of the superiors, or many issues related to the socio-economic development of the district, such as public investment, implementation of compensation and site clearance policies; allocation of capital to implement national target programs; arrangement of administrative units at district and commune levels for the period 2023-2025...

In particular, Giao Thuy District People's Council has strengthened supervision activities, especially thematic supervision. Every year, right after the District People's Council issues a resolution on the supervision program, the Standing Committee and the District People's Council Committees proactively develop implementation plans; focusing on innovation from the stages of program development, supervision plans, surveys, implementation, proposals and recommendations after supervision. The selected supervision contents are important issues, key political tasks, and outstanding pressing issues that voters and people are interested in. The form and method of organizing supervision activities have been innovated in the direction of strengthening survey activities to grasp information before supervision, combining supervision through reviewing reports and direct supervision at the grassroots level, closely following and going to the bottom of the problems, recommendations and proposals raised for State management work. Through supervision, the Standing Committee and the Committees of the District People's Council have prepared reports that closely assess the actual situation, clearly state the urgent issues that need to be resolved, and make recommendations to the District People's Committee, functional agencies, and localities to promptly overcome the limitations in implementing the Party's guidelines and policies, the State's policies and laws, and resolutions of the People's Councils at all levels. For example, in order to continue to effectively carry out the tasks of digital transformation according to Project 06 and Directive No. 05/CT-TTg dated February 23, 2023 of the Prime Minister in the district, the Giao Thuy District People's Council has conducted thematic supervision on "The implementation of the Project on developing the application of population data, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030". Through monitoring, the shortcomings and limitations have been pointed out, and at the same time, proposals and recommendations have been made to the District People's Committee, agencies, units and communes and towns to pay attention to overcoming them, such as: Regularly opening training courses to improve knowledge on the practice of procedures related to the National Population Database System and online public services. Paying attention to supporting funding, providing additional machinery and equipment; recruiting additional human resources with high qualifications in information technology to serve the implementation of Project 06 in the area. Upgrading the connection lines, sharing, and accessing the national population database system to ensure stability and effective provision of online public services. Directing the District Police force and the Police of communes and towns to continue collecting, updating, and editing population data to ensure "correct, sufficient, clean, and alive"; Coordinate with grassroots officials to review the number of citizens who have not been granted a chip-embedded citizen identification card to continue to grant citizen identification cards and electronic identification accounts. Support the provision of some missing equipment such as computers, scanners, printers (to digitize records, provide online public services). Strengthen propaganda and dissemination of laws, benefits and procedures for providing online public services, electronic identification accounts to people to proactively participate in implementation. Continue to advise the District Party Committee, District People's Committee, and the Working Group of Project 06 districts to effectively direct the implementation of the Project's tasks in the district. Take the lead in advising on the implementation of solutions to ensure the completion of the Project's tasks for the functions and tasks of their agencies and units. Timely synthesize and propose solutions to remove obstacles and problems arising during the implementation process; Strengthening monitoring, inspection and urging the implementation of Project 06. Promoting and promptly perfecting the Community Digital Technology Team at the grassroots level. Thereby, helping to mobilize the drastic participation of all levels, sectors, localities and each citizen, contributing to the effective implementation of the Party's guidelines and the State's policies and laws on proactively participating in the Fourth Industrial Revolution.

In addition, Giao Thuy District People's Council always organizes well the meetings with voters of the district People's Council delegates; fully synthesizes voters' opinions and recommendations and sends them to the competent authorities for consideration, response and settlement according to the provisions of law; maintains the reception of citizens by the Standing Committee of the People's Council and People's Council delegates at the constituencies; coordinates with relevant agencies and units to prepare well the conditions for the monitoring and contact activities of the National Assembly delegation of the province, National Assembly delegates, the Standing Committee of the provincial People's Council, and provincial People's Council delegates, etc.

With the implementation of synchronous solutions, the quality and efficiency of the operations of the Giao Thuy District People's Council have been increasingly improved. Since the beginning of the 2021-2026 term, the Giao Thuy District People's Council has held 20 meetings; received nearly 200 opinions and recommendations from voters; the Standing Committee of the People's Council and the District People's Council Committees have organized 25 thematic supervision sessions; issued over 100 resolutions to serve the goals and tasks of local socio-economic development; contributing to the successful implementation of the targets set out in the Resolution of the Giao Thuy District Party Congress for the 2020-2025 term.
