Ha Trung promotes administrative reform associated with digital transformation

People coming to carry out administrative procedures are guided enthusiastically and thoughtfully by the staff of the "One-stop" department of the People's Committee of Ha Binh commune.

To develop digital government, the District People's Committee has focused on directing agencies, units, and People's Committees of communes and towns to drastically implement administrative reform; process 100% of documents online, effectively use document management software to operate official email boxes. Announce, publicize, and post all administrative procedures on the Provincial Public Service Portal and the district's electronic information page, creating favorable conditions for businesses and people to build administrative procedure records and submit records online. Maintain the implementation of electronic one-stop software at the reception and result return department... Therefore, the exchange and processing of documents and records between the government and people and businesses are carried out effectively. The rate of online records received and processed at the "One-stop" department reaches 100%; 20/20 communes and towns have wifi systems to serve people when they come to do electronic transactions.

In order to help people have the opportunity to access services and technology applications to improve the quality of life, Ha Son commune has actively mobilized all resources to promote digital transformation, contributing to changing the awareness and working methods of cadres, party members and people. According to Vice Chairman of Ha Son Commune People's Committee, Nguyen Van Ngo: "Instead of organizing many meetings, consultations, issuing documents, meetings, and phone calls for the Party Committee and government to direct and urge the implementation of tasks, but the effectiveness of the solution is not as high as before, since the commune established zalo groups to direct and operate the work according to the tasks of each group, all work has been implemented quickly, bringing about clear results... The implementation of digital transformation has created a clear change in the awareness of cadres, party members and people, contributing to promoting socio-economic development, improving the effectiveness of government operations at all levels".

Along with Ha Son, many communes in Ha Trung district are also continuing to invest in and complete digital infrastructure; promote the development of digital government, improve indicators of digital economy and digital society, ensure information safety and security, contribute to socio-economic development, and ensure national defense and security. In handling administrative procedures, 100% of cadres, civil servants and public employees from district to grassroots levels are equipped with computers connected to broadband internet for professional work. 100% of villages and residential areas in the area have 4G/5G broadband internet. Information technology equipment and infrastructure of agencies, branches, specialized departments, and commune-level People's Committees basically ensure information safety and security, and stable connections. Localities also step up guidance for people on how to submit documents via online public services.

Regarding the digital economy, Ha Trung district focuses on promoting support for businesses and people to apply digital technology in operations, management, production, and business on e-commerce platforms; applying digital technology platforms to serve management, investment promotion, trade promotion, and product consumption. Currently, 100% of businesses in the area use electronic invoices to pay taxes; 205/321 businesses use electronic contracts; 321 small and medium enterprises use digital platforms; more than 1,000 workers operate in the digital economy. The district also regularly organizes training and guidance for cooperatives and businesses to access technology transfer and apply digital technology and digital platforms to production activities; supports management, operation, and creation of Facebook and Zalo pages... to promote, introduce, and provide product information. To date, the district has over 300 OCOP products posted on e-commerce platforms, electronic information portals and other social networking sites. Some products, after being posted on social networking sites and e-commerce platforms, have expanded their markets and increased their consumption.

In the field of digital society, Ha Trung district has maintained the application of information systems, databases, and specialized software deployed by the province in the management of education, health, and labor. Communes and towns have installed wifi hotspots at crowded public places, cultural houses in villages and sub-areas to serve people in accessing information, using online public services and digital services. Currently, 100% of villages and sub-areas have internet and wifi connections. The district general hospital, 100% of medical stations, and 100% of schools in the area have implemented cashless payments. The rate of people with electronic health records reached 97.43%. 100% of schools have applied information technology in management and support for teaching and learning activities; 100% of teachers in schools have digitized lesson plans. Implementing the project to build a model of "Security and order cameras", the police force in the district has installed 231 cameras on main roads to monitor and warn about traffic safety and security and order, contributing to raising people's awareness of law compliance.

Along with promoting communication work on digital transformation, Ha Trung district continues to build and perfect mechanisms and policies on digital transformation; strengthen training of digital human resources; improve indicators on digital economy and digital society, promote the development of digital government. At the same time, mobilize resources, accelerate digital transformation work, gradually build a "Strong, highly responsible, creative government serving the people, accompanying businesses", contributing to promoting socio-economic development in the locality.
