On March 13, the Hanoi People's Committee issued Decision No. 1443/QD-UBND on the establishment of the Hanoi Market Management Department under the Hanoi Department of Industry and Trade.

According to the Decision, on the basis of receiving the status quo of the Hanoi Market Management Department under the General Department of Market Management under the Ministry of Industry and Trade with the following contents:

The office of the Branch is located at 80 Quang Trung Street, Quang Trung Ward, Ha Dong District, Hanoi City.

The City People's Committee assigns the Director of the Department of Home Affairs to coordinate with the Department of Industry and Trade and relevant agencies and units to organize the implementation of this Decision in accordance with the provisions of law.

Assign the Director of the Department of Finance to guide the Department of Industry and Trade and the Hanoi Market Management Department to receive office premises, assets, finances, etc.; operating expenses and other related contents according to regulations.

The Director of the Department of Industry and Trade shall preside over the implementation of this Decision, and be responsible for coordinating with relevant agencies to implement this Decision after it is approved by the City People's Committee; Direct and receive the current organizational structure, administrative staff (including civil servant staff and labor contract quotas according to Decree No. 111/2022/ND-CP for support and service), existing personnel, funding, assets, tools, equipment, records, documents and other relevant contents from the Hanoi Market Management Department under the General Department of Market Management under the Ministry of Industry and Trade; Carry out the appointment of leadership and management positions according to authority.

Regarding position: Hanoi Market Management Department (abbreviated as Department) is an administrative organization under the Hanoi Department of Industry and Trade; has legal status, its own seal and account according to the provisions of law...

Regarding functions (there are 2 functional groups): The Department has the function of advising the Director of the Department of Industry and Trade and the City People's Committee to carry out state management and organize law enforcement on prevention, combat and handling of acts of trading in smuggled goods; production and trade of counterfeit goods, prohibited goods, goods of unknown origin; acts of infringement of intellectual property rights; acts of violating the law on quality, measurement, price, food safety; acts of violating the law on protecting consumer rights and acts of commercial fraud according to the provisions of law in Hanoi.

Regarding tasks and powers (there are 13 groups of tasks): advising competent authorities on market management work; Organizing, directing and implementing inspection and handling of law violations according to authority; Guiding, implementing and propagating laws related to the activities of market management forces in Hanoi; Managing the organization and building of local market management forces; Receiving citizens, resolving complaints and denunciations according to the provisions of law on complaints and denunciations; Implementing the information and reporting regime according to the regulations and requirements of competent superior state management agencies; Carrying out administrative reform work according to the administrative reform program and plan of the Department of Industry and Trade; Managing civil servants, employees (if any) and finance and assets granted according to the provisions of law and according to decentralization; Managing and using support tools equipped according to the provisions of law on management and use of weapons, explosives and support tools; Manage seals and archive records of administrative violation handling inspection cases according to regulations; Organize the application of scientific and technological advances and modern management methods in the organization and operation of the Department; Take the lead in organizing coordination of activities between sectors and localities in combating smuggling, trade fraud and counterfeit goods; advise on the development and implementation of approved inter-sectoral plans of the City Steering Committee against smuggling, trade fraud and counterfeit goods (City Steering Committee 389); Participate in Steering Committees, organize inter-sectoral coordination, and inter-sectoral inspection teams established by localities or competent authorities; Perform other tasks according to the provisions of law and the assignment and decentralization of the City People's Committee, the Chairman of the City People's Committee, and the Department of Industry and Trade.

The organizational structure of the Department includes: Department leaders (Department Head and no more than 2 Deputy Department Heads); 25 Market Management teams and 3 specialized departments.
