Ha Long: Difficulties in collecting budget from land use fees

In 2024, Ha Long City will have to collect 9,025 billion VND according to the provincial budget (an increase of 2,000 billion VND compared to 2023). Although from the beginning of the year, the city has urgently implemented many measures to increase budget revenue, especially tax and fee collection. However, it is expected that by the end of 2024, the city will only collect nearly 5,500 billion VND (about 3,600 billion VND less than the provincial budget)...

Recognizing the difficulties affecting revenue loss due to the impact of the world situation and the Government's tax exemption and reduction policies, from the first days and months of 2024, Ha Long City has reviewed revenue sources, ensuring correct and sufficient collection and nurturing revenue sources, and developing detailed revenue scenarios.

According to the operating scenario, the city strives to collect VND9,112 billion in state budget revenue in 2024, including land revenue (land use fee and one-time land rent) of VND6,025 billion; Ha Long Bay sightseeing fee of VND800 billion; tax, fee and charge collection of VND2,287 billion). The revenues are also detailed and specific for each month and quarter, clearly identifying each collection address, dividing the revenue categories and assigning specific tasks to each related unit. At the same time, very specific solutions are developed and many new policies are issued, focusing on promoting tourism development, improving the "health" of businesses, removing obstacles related to land use rights granting, speeding up the progress of site clearance, planning of subdivisions, etc.

Accordingly, the city has established a working group to inspect and review business activities of industries in the fields of restaurants, hotels, motels, and cruise ships to promptly prevent tax losses. At the same time, it focuses on urging project investors whose land prices have been approved by the Provincial People's Committee to pay into the state budget.

Regarding the Ha Long City Tax Department, in 2024, tax debt collection is also a bright spot of the unit. The unit has issued tax debt notices to over 231,000 cases, decided to enforce account enforcement for 684 taxpayers, and announced temporary suspension of entry and exit for 99 individuals who are business representatives. Thereby, the debt collection amount reached over 1,216 billion VND, including the debt of Tri Duc Hotel Joint Stock Company of over 1,000 billion VND (including one-time land rent and late payment). Notably, on the basis of inheriting the results achieved from 7 Thematic Plans of the Provincial People's Committee, the Tax Department has strengthened tax management in the following areas: House rental; transportation activities; construction activities; real estate business; commerce, electronics; mineral exploitation; petroleum business. Thereby, the budget revenue was over 620 billion VND and most of the revenues increased compared to 2023.

With the above flexible methods, it is expected that by the end of 2024, 11/12 targets will exceed the plan, bringing the revenue from taxes, fees, charges and other revenues to nearly 4,450 billion VND (equal to 102% of the provincial estimate and exceeding 18% compared to 2023), with only 1 target not being met, which is the collection of land and water surface fees, reaching only nearly 1,080 billion VND (equal to 21% of the plan and falling short of nearly 3,700 billion VND). The main reason for the low land use fee revenue of Ha Long City is directly related to the revenue from the Ha Long Xanh Urban Complex Project of Vingroup Corporation and Ocean Park. Both of these projects have not yet collected land use fees because the land price has not been approved by the Provincial People's Committee.

According to the revenue scenario, the revenue from the two projects is 3,558 billion VND (land use fee is 2,337.8 billion VND; one-time land rental fee is 1,220 billion VND, accounting for 40% of the revenue assigned by the province in 2024). Of which: The Ha Long Xanh Complex Urban Area Project has a revenue of over 2,721 billion VND and the Ocean Park Project is nearly 837 billion VND. However, the shortfall in revenue from land use fees has caused the city's total state budget revenue in 2024 to be expected to reach only 5,500 billion VND (reaching 60% of the estimate assigned by the province).

Mr. Vu Ngoc Lam, Vice Chairman of the City People's Committee, said: In the last days of 2024, the city will actively collect land use fee debts of FLC Group Corporation and resolutely carry out enforcement procedures and property seizures so that the investor must pay 123 billion VND in tax arrears. The city will also operate procedures to revoke land allocation decisions, land use purpose conversion decisions, and resolutely handle land use fee debt collection from individual households. In particular, the city will also direct functional forces to review projects that still owe land use fees and transfer files to the City Police to handle cases showing signs of law violations... Thereby, determined to make up for the shortfall in land use fee revenue.
