On the afternoon of January 15, Hai Phong City held a ceremony to announce the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 (Hai Phong City Planning). Deputy Prime Minister Tran Hong Ha attended the announcement ceremony.
Speaking at the announcement ceremony, Deputy Prime Minister Tran Hong Ha emphasized that Hai Phong has sufficient favorable conditions of time, place and people with outstanding differences in geographical location, geo-strategic position and function in the socio-economic development of the Northern region in the era of integration, openness and in the era of seas and oceans.

To effectively implement the Hai Phong City Planning, Deputy Prime Minister Tran Hong Ha pointed out 6 key issues that Hai Phong City needs to focus on during the implementation process. In particular, the locality needs to make efforts to take advantage of and promote the highest efficiency of breakthrough mechanisms and specific policies decided by the National Assembly in Resolution No. 35/2021/QH15 dated November 13, 2021.
In addition, promptly complete the plan to implement the Planning, identify a number of tasks that need to be done to implement the Construction Law, Planning Law, and Urban Law. Prioritize the implementation of inter-regional connectivity infrastructure projects, seaports, logistics, and digital infrastructure. Develop a synchronous, modern, interconnected urban infrastructure system that is adaptive to climate change.

The Decision approving the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 (Hai Phong City Planning) was signed by Deputy Prime Minister Tran Hong Ha on December 2, 2023.
Hai Phong City Planning has set 24 specific targets and goals for the locality by 2030 (7 economic targets, 9 socio-cultural targets, 4 environmental targets, 4 space and infrastructure targets, 4 national defense and security targets).
Notably, the following indicators are: GRDP per capita/year 2030 (current price) reaches about 558 million VND (equivalent to about 21,700 USD); Digital economy reaches about 40% of local GRDP; Budget revenue in the area (2030) reaches 300,000 - 310,000 billion VND, of which domestic budget revenue reaches 90,000 - 98,000 billion VND; Basically meeting the criteria of a special urban area, establishing a city under Hai Phong City in Thuy Nguyen district...
According to the urban system planning scheme in Hai Phong City Planning, by 2030, Hai Phong urban system will include: Inner city area (9 districts, including 7 existing districts: Hong Bang, Ngo Quyen, Le Chan, Hai An, Kien An, Do Son, Duong Kinh and 2 newly established districts: An Duong, Kien Thuy); 1 type III urban area (Thuy Nguyen City, including the entire Vu Yen island); 4 type IV urban areas; 6 type V urban areas.
In addition, Hai Phong will pilot a smart urban area in Thuy Nguyen and expand it to other districts in the city. After 2030, An Lao, Vinh Bao and Tien Lang districts will be developed into towns, and Cat Hai district will become an island district .
