On the afternoon of July 7, in Hanoi, the Central Public Security Party Committee, the Ministry of Public Security coordinated with relevant ministries, branches and 5 Central Highlands provinces to organize a conference to evaluate the leadership, direction, operation and implementation of the Party's guidelines and policies, the State's policies and laws related to the Central Highlands region.
General To Lam, Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security chaired the Conference.
Attending the Conference were: Comrade Truong Thi Mai, Politburo member, Standing member of the Party Central Committee Secretariat, Head of the Party Central Committee's Organization Commission; Comrade Le Minh Hung, Secretary of the Party Central Committee, Head of the Party Central Committee's Office; representatives of leaders of central departments, ministries and branches; comrades in the Standing Committee of the Provincial Party Committee and Standing Committee of the People's Committee of 5 Central Highlands provinces: Dak Lak, Dak Nong, Lam Dong, Gia Lai, Kon Tum; comrades in the Central Public Security Party Committee, leaders of the Ministry of Public Security, representatives of functional units under the Ministry of Public Security.
At the Conference, delegates focused on assessing the results achieved in organizing the implementation of the Party's guidelines and policies, the State's policies and laws related to the Central Highlands; assessing the insecurity and disorder incident that occurred on June 11, 2023 and emerging issues; clarifying existing problems, limitations, lessons learned; proposing policies and solutions to contribute to maintaining stability, security, order, economic and social development and social life in the Central Highlands.
The conference also unanimously affirmed that the Central Highlands is a strategic area in terms of national defense and security; there are always many potential risks leading to complex security and order; grassroots security is a particularly important element of ensuring national security; maintaining grassroots security from the commune and ward levels will maintain security nationwide.
Developing the economy, culture, society, ensuring national defense, security, and foreign affairs are the most fundamental solutions to ensure maintaining security, order, and stability in the Central Highlands.

Speaking at the Conference, Comrade Truong Thi Mai, Standing Member of the Secretariat, basically agreed with the report of the Ministry of Public Security presented at the Conference. She affirmed that the insecurity and disorder incident that occurred on June 11, 2023 was directly related to the lives of ethnic minorities in Dak Lak and the Central Highlands provinces.
“This is a terrorist attack against the people's government with extremely serious consequences, part of the plot and activities of exiled Fulro reactionaries to establish the “Dega State”, causing instability in Dak Lak in particular and the Central Highlands in general.”
The Standing Member of the Secretariat also affirmed that the Party and State leaders pay special attention to leading and directing the socio-economic development, ensuring national defense and security in the Central Highlands region; at the same time, he acknowledged and highly appreciated the great efforts and high sense of responsibility of the Central Public Security Party Committee and the Ministry of Public Security in focusing wholeheartedly, mobilizing forces, closely coordinating from the Central to the grassroots levels in handling the case, arresting the subjects and quickly stabilizing the situation in the area.
Affirming the importance and strategy of the Central Highlands region and the role of local Party committees and authorities, and stating that the plots of reactionary organizations remain unchanged, comrade Truong Thi Mai continued to emphasize the goal set by the Ministry of Public Security, which is "not to let similar incidents happen, no matter how difficult or challenging, this goal must be achieved".
The Standing Member of the Secretariat requested that leaders of ministries, branches, and provinces in the Central Highlands pay special attention to the most fundamental solutions, which are socio-economic development, the organization and implementation of religious and ethnic policies, taking care of building the political system at the grassroots level, building a contingent of ethnic minority cadres suitable to the characteristics of the local situation, ensuring national defense and security, and maintaining political stability in the Central Highlands.
"We must wholeheartedly and wholeheartedly do our best to help the ethnic groups in the Central Highlands escape poverty sustainably," emphasized comrade Truong Thi Mai.

Continue to focus on investigating the case of 'Terrorism against the people's government'
Speaking at the Conference, Minister To Lam requested the Central Committees, ministries, branches and the Standing Committee of the Provincial Party Committee and the People's Committees of the five Central Highlands provinces to thoroughly grasp the spirit and lessons learned from the Conference; especially the close instructions of the Standing Member of the Secretariat.
General To Lam requested that ministries, sectors and the Central Highlands provinces, based on their assigned functions and tasks, improve the quality and effectiveness of the grassroots political system, do a good job of mass mobilization and advisory work, propose fundamental and comprehensive solutions to contribute to the economic, social and cultural development of the Central Highlands region, and thoroughly resolve the causes and complications arising in security and order.
Focus on building the communal police force, promoting the effectiveness of grassroots security forces, staying close to the people, grasping the situation from the people, especially in key and strategic areas.
At the same time, Minister To Lam affirmed that the Ministry of Public Security will continue to direct the investigation of the case of "Terrorism against the people's government", and soon bring the criminals to strict punishment before the law...
Take the lead in coordinating with central ministries, branches, and local authorities to do a good job of advising and mobilizing the combined strength of the entire political system to maintain political stability, security, order, and social safety in the Central Highlands and strategic areas in general./.
