The Central Highlands provinces must make efforts to speed up the disbursement of career capital.

Also attending the Conference were Minister of Agriculture and Rural Development Le Minh Hoan, representatives of the National Assembly's Ethnic Council and the Ministries of Planning and Investment, Labor, War Invalids and Social Affairs, Finance, Ethnic Committee, Government Office, and State Bank.

According to the report at the Conference, the total central budget capital in 2024 to support the Central Highlands region to implement 3 National Target Programs is nearly 5,543 billion VND, accounting for 11.38% of the total central budget support for the whole country, of which, development investment capital is nearly 3,424 billion VND, and career capital is 2,118.982 billion VND.

Five localities in the Central Highlands region have allocated VND 1,574,255 billion in local budget capital, including investment capital and career capital, to implement three national target programs.

By July 31, 2024, the disbursement of 05 provinces in the Central Highlands region is estimated to reach more than 2,000 billion VND , reaching 46 % of the plan, 3 % higher than the national average ( 43 % ). and 9% higher than the same period in 2023 .

However, in the first 6 months of 2024, 5/5 localities in the region only disbursed about 4.4 % , lower than the national average.

Regarding the decentralization pilot, Dak Lak, Dak Nong, and Lam Dong have issued Resolutions identifying a pilot for district level in managing and organizing the implementation of National Target Programs.

Localities in the region recommend that ministries and branches guide the implementation of a pilot mechanism allowing district levels to transfer investment capital and public service capital between National Target Programs as prescribed in Clause 7, Article 4 of Resolution No. 111/2024/QH15 in case of changing the capital structure assigned by the Prime Minister.

Ministries and branches also need to guide the process and procedures for transferring capital between component projects according to regulations in Clause 2, Article 4 of Resolution No. 111/2024/QH15 in case of changing the total medium-term capital, goals, targets, tasks, principles, criteria, and norms for allocating state budget capital approved by competent authorities.

Localities recommend that the Ministry of Planning and Investment report to competent authorities to supplement the mechanism for assigning provincial People's Committees to decide on amending and supplementing support content and support levels for production development support projects under the National Target Programs.

Gia Lai Province requests the Ministry of Agriculture and Rural Development to promptly comment on the project to build a district-level safe agricultural product purchasing and supply center under the New Rural Program; to guide and unify some contents in Circular No. 12/2022/TT-BNNPTNT dated September 20, 2022 related to subjects, criteria, and support levels for costs of developing design documents and estimates for planting production forests.

The province also proposed that the Ministry of Finance allow localities to use the literacy fund from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas to pay wages for people participating in teaching literacy classes (due to local budget difficulties) and amend Circular No. 55/2023/TT-BTC dated August 15, 2023 on the level of support for costs of developing design documents and estimates for planting production forests under sub-project 1, project 3, National Target Program for Socio-Economic Development in Mountainous Areas.

At the conference, leaders of central ministries and branches had to initially review proposals and recommendations from localities in the Central Highlands; update the progress of drafting some guiding documents that have not yet been issued.

Concluding the Conference, Deputy Prime Minister Tran Luu Quang emphasized that the total public investment capital in 2024 is about 53 trillion VND, but so far the average disbursement nationwide has only reached 29%, lower than the disbursement rate of public investment capital.

For the Central Highlands region, the disbursement rate of career capital is still very low, less than 5%, lower than that of the Northern Midlands and Mountains, in which Lao Cai achieved a disbursement rate of career capital of over 60%, showing that localities in the Central Highlands must make much more efforts and determination because the career capital for the region is not large but is very important because this is a source of direct support for poor households, disadvantaged people and other policy beneficiaries.

The Deputy Prime Minister emphasized the principle of trying to disburse according to the assigned capital plan, not asking for more; doing what can be done immediately, and sending written opinions and recommendations at the Conference to the Government Office by the afternoon of August 9, 2024 at the latest for synthesis and sending to ministries and branches for processing.

Ministries and branches have 5 days to respond to opinions and recommendations of localities in the Central Highlands, and at the same time send them to localities implementing National Target Programs for reference and application when encountering similar problems. The Deputy Prime Minister requested and suggested that after receiving the response documents, if there is anything that is not understood, the localities should send him a message to resolve it together.

The Deputy Prime Minister assigned the Government Office to weekly monitor and report to the Deputy Prime Minister on responses to local opinions.

Regarding some guiding documents of the Central Government that have not been issued, the Deputy Prime Minister requested that the Central ministries and branches promptly complete them to submit to competent authorities for issuance in August 2024.

Regarding the orientation of capital allocation to implement the National Target Programs for localities in the coming period, the Deputy Prime Minister emphasized the need to allocate capital based on the disbursement results of the current period because the goals can only be achieved with efforts from many sides, including localities./.
