According to the 2013 Law on Identification, the identity certificate is a new type of personal document, valid for proving identity to conduct transactions and exercise legal rights and interests in Vietnam.
Identity card is issued to people of Vietnamese origin whose nationality is undetermined but who have been living continuously for 6 months or more in a commune-level administrative unit or district-level administrative unit where there is no commune-level administrative unit.

According to Clause 4, Article 30 of the 2023 Law on Identification, from July 1, people of Vietnamese origin whose nationality has not been determined according to regulations can go to the identification management agency of the district-level police of the province or the identification management agency of the police of the province or centrally-run city where people of Vietnamese origin whose nationality has not been determined live to carry out procedures for granting, exchanging, or re-granting identification certificates.
Identity card is valid as proof of identity to conduct transactions, exercise rights and legal interests in Vietnam.
Agencies, organizations and individuals use the personal identification number on the identity certificate to check the information of the person granted the identity certificate in the National Population Database, other national databases and specialized databases according to the provisions of law.
The information printed on the identity card includes:
The National Emblem of the Socialist Republic of Vietnam; The words "SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness"; The words "IDENTIFICATION CERTIFICATE"; Facial photo, fingerprints; Personal identification number;
Surname, middle name and given name; Date of birth; Gender; Place of birth; Hometown; Ethnicity; Religion; Marital status; Current residence; Surname, middle name and given name, nationality of father, mother, wife, husband, legal representative, guardian, person under guardianship; Date of issue, issuing authority; Expiry date.
