The Ministry of Public Security has just responded to people about the citizen identification card (CCCD) being able to replace a passport when leaving the country in case Vietnam and that country sign an international treaty or agreement allowing citizens to use this card instead of a passport in each other's territory.
So up to now, which countries and Vietnam have signed treaties or international agreements allowing citizens of the two countries to use CCCD instead of passports in each other's territories?
According to the Ministry of Public Security, the above contents are related to the provisions in Clause 2, Article 20 of the Citizen Identification Law No. 59/2014/QH13 dated November 20, 2014 and Clause 2, Article 20 of the Identification Law No. 26/2023/QH15 dated November 27, 2023, which will take effect from July 1.
Specifically, the ID card is used instead of immigration papers in cases where Vietnam and foreign countries sign treaties or international agreements allowing people to replace these types of papers in each other's territories.
When Vietnam and other countries sign international treaties or agreements allowing it, citizens will be able to use identity cards instead of using current immigration documents such as passports, travel documents, etc. in each other's territories.
Currently, Vietnam has not signed any international treaties or agreements with other countries on this issue. However, according to information at the 21st Session of the National Assembly Standing Committee, ASEAN countries are striving to unify types of documents.
Accordingly, ASEAN is moving towards a visa-free agreement similar to the European Community. This means that Vietnamese citizens can use ID cards to travel within the ASEAN region when the countries agree on the above content.
From July 1, when the Law on Identification takes effect, the identification card will be valid as proof of identity and other information integrated into the card of the cardholder to carry out administrative procedures, public services, transactions and other activities.
When a citizen presents an identity card at the request of a competent agency, organization or individual, that agency, organization or individual shall not require the cardholder to present documents or provide information that has been printed or integrated into the identity card.
