Transportation must be green and environmentally friendly

Many institutions and policies implement green transformation

On July 22, 2022, the Prime Minister issued Decision No. 876/QD-TTg promulgating the Action Program for green energy conversion and carbon and methane emission reduction in the transport sector.

Decision 876 clearly defines: By 2030, accelerate the fuel conversion process for all transport sub-sectors and the readiness of technology, institutions, capacity and resources for the conversion process.

Green energy transition is the most fundamental and important task in the process of implementing green growth goals as well as fulfilling Vietnam's commitments at international conferences.

To further promote the energy transition and green transport development according to the roadmap set out in the Prime Minister's Decision approving the Action Program on green energy transition, carbon and methane emissions reduction of the transport sector, close coordination is needed between relevant ministries, sectors, provinces and centrally run cities. From there, issue support mechanisms, policies, and preferential financial instruments to attract private investment as well as attract/mobilize resources from international financial and credit institutions to develop green, environmentally friendly transport.

By 2050, switch to using electricity and green energy for all vehicles and transport equipment to contribute to the national goal of zero emissions. At the same time, it is necessary to complete the charging infrastructure, providing green energy nationwide to meet the needs of people and businesses.

To implement Decision 876, the Ministry of Transport issued Decision No. 1679/QD-BGTVT dated December 22, 2023 promulgating the "Plan of the Ministry of Transport to implement the Action Program on green energy conversion, reducing carbon and methane emissions of the transport sector" (Plan 1679).

The leader of the Department of Science, Technology and Environment (DOST), Ministry of Transport said that the agencies and units under the Ministry have organized the implementation on schedule.

To create a legal framework for the green transport transition, the Ministry of Transport has reviewed and proposed to add contents related to encouraging the development of electric and green energy vehicles; smart vehicles in the 2024 Road Law and the 2024 Road Traffic Safety and Order Law.

The Ministry of Transport has organized the development of a strategy for transport service development until 2030, with a vision to 2050; and developed a national electric vehicle conversion plan.

The Ministry of Transport has issued the National Technical Regulation on Road Rest Stops. To develop charging infrastructure for electric vehicles, the content of QCVN has added regulations on the number of locations where charging posts can be installed, and the power supply infrastructure for charging posts in rest stops.

At the same time, Circular No. 48/2022/TT-BGTVT was issued providing guidance on energy labeling for electric and hybrid electric cars, motorbikes, and mopeds.

The Ministry of Transport also organized the development of: National technical regulations replacing QCVN 09:2015/BGTVT on technical safety quality and environmental protection for automobiles, including updating regulations related to electric cars; regulations on fuel consumption limits for automobiles, motorbikes, and scooters.

Develop national standards for green rest stops, green airports, and green railway stations, thereby creating a basis for new construction and conversion of rest stops, airports, and railway stations according to green criteria.

"Currently, the Ministry of Transport is coordinating with the German Development Cooperation Organization (GIZ) to implement the project "Supporting the Ministry of Transport to implement Vietnam's Nationally Determined Contribution (NDC) within the framework of the Transport Initiative in NDC in Asian Countries" (NDC-TIA), said the leader of the Department of Science, Technology and Environment.

Mobilize all resources, ensure transformation roadmap

Regarding the overall solution on resources to implement Decision 876, the leader of the Department of Science, Technology and Environment said that at COP26, the Prime Minister announced that Vietnam will develop and implement strong measures to reduce greenhouse gas emissions using its own resources, along with the cooperation and support of the international community, especially developed countries, both in finance and technology transfer, including implementing mechanisms under the Paris Agreement, to achieve net emissions of "0" by 2050.

Thus, the implementation of green energy conversion requires international accompaniment, cooperation, and support in technology and finance.

In a recent report to the Deputy Prime Minister on the implementation of Decision 876, the Ministry of Transport emphasized the need to strengthen propaganda and dissemination of orientations and methods for implementation. In particular, mobilizing resources from cooperation and support from the international community, especially developed countries, both in finance and technology transfer, and implementing mechanisms under the Paris Agreement.

"Ministries and People's Committees of provinces and cities need to review and study to determine domestic resources, international technology and financial support needs for specific programs, tasks and projects identified in the plans of ministries and localities; develop resource mobilization plans in which the need for technology and financial support is identified to prepare to work with international partners," the Ministry of Transport proposed.
