The National Assembly Standing Committee has agreed to reduce environmental protection tax on gasoline, oil, and grease in 2025.
This afternoon, December 24, with 100% of delegates present in agreement, the National Assembly Standing Committee passed a Resolution on environmental protection tax rates for gasoline, oil, and grease in 2025. Specifically: Gasoline, excluding ethanol, VND 2,000/liter;
Jet fuel, diesel, fuel oil, lubricants 1,000 VND/liter; grease 1,000 VND/kg; kerosene 600 VND/liter. The Resolution is applicable from January 1, 2025 to December 31, 2025.
The National Assembly Standing Committee finalized the environmental protection tax rate on gasoline and oil in 2025.
From January 1, 2026, the environmental protection tax rate on gasoline, oil, and grease will be implemented according to Resolution No. 579/2018/UBTVQH14 of the National Assembly Standing Committee; specifically: Gasoline, excluding ethanol, is VND 4,000/liter; jet fuel is VND 3,000/liter; diesel oil, fuel oil, and lubricants are VND 2,000/liter; kerosene is VND 1,000/liter; grease is VND 2,000/kg.
The National Assembly Standing Committee also requested the Government to continue researching, reviewing and perfecting regulations to manage and operate gasoline prices, closely following world price developments but having sufficient solutions to ensure reasonable gasoline prices, serving production and business, people's lives and controlling inflation.
At the same time, review and appropriately adjust taxes, fees, elements constituting the base price, cost norms, loss norms, profit norms, national reserve capacity; rationally use the Petroleum Price Stabilization Fund to stabilize the market, pay attention to solutions, have a roadmap to ensure resources and continue to implement goals related to the environment, sustainable development and Vietnam's commitments to the international community at COP 26.
Commenting on this issue, National Assembly Chairman Tran Thanh Man basically agreed to apply environmental protection tax on gasoline, oil, and lubricants appropriately in 2025 to support people and businesses, creating more motivation for socio-economic development.
National Assembly Chairman Tran Thanh Man emphasized that "the issue of applying environmental protection tax on gasoline, oil, grease, people and businesses is very necessary". However, the National Assembly Chairman suggested that the Government, relevant ministries and branches need to learn from experience to act soon, avoiding the situation of only discussing this issue at the end of the year.
At the same time, the Government is considering a roadmap to gradually increase the environmental protection tax rate to apply the tax rate stipulated in Resolution 579 of the National Assembly Standing Committee. This must be consistent with the nature and principles of environmental protection tax, consistent with the forecasted developments in crude oil prices on the world market, and in accordance with Vietnam's international commitments.
Environmental protection tax is an indirect tax, collected on products and goods that have a negative impact on the environment when used, so the cost of environmental protection tax will be transferred to the cost of products and goods and consumers are the ones who ultimately pay the environmental protection tax.
The timely adjustment to reduce environmental protection tax on gasoline, oil, and grease in the context of high gasoline prices is considered an effective solution to reduce tax costs in the retail price structure of gasoline, thereby having an immediate impact in reducing retail gasoline prices.
