Monitoring of human resource development and utilization

On the morning of August 20, continuing the 36th session, the National Assembly Standing Committee gave opinions on the draft Supervision Plan and the report outline of the National Assembly Standing Committee's Supervision Delegation on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".

Monitoring focuses on 4 contents

Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh, Deputy Head of the Standing Committee of the Supervisory Delegation, said that the draft Supervisory Plan of the Supervisory Delegation consists of 6 parts, clearly defining the purpose, requirements; content, objects, scope of supervision; method of operation of the Supervisory Delegation; assignment of tasks to members of the Supervisory Delegation; implementation progress and organization of implementation.

The Supervisory Delegation proposed that the scope of supervision content focus on two basic groups of issues: human resource development, high-quality human resources; use of human resources, high-quality human resources.

Supervision focuses on four main contents: Evaluation of leadership, direction and institutionalization of the Party's guidelines into policies and laws on the development and use of human resources, high-quality human resources to meet the requirements of socio-economic development.

Assess the current status of human resources, high-quality human resources; assess the results achieved, existing limitations, causes, and lessons learned in developing and using human resources, high-quality human resources

Along with that, propose recommendations and solutions to continue effectively implementing the task of developing and using human resources, high-quality human resources to meet the requirements of socio-economic development in the coming time.

The subjects of supervision include the Government; Ministry of Education and Training; Ministry of Labor, War Invalids and Social Affairs; Ministry of Home Affairs; Ministry of Planning and Investment and a number of related ministries and branches; People's Committees of 63 provinces and centrally run cities and related agencies and organizations. The supervision team plans to conduct direct supervision in 10 localities.

Scope of supervision of the implementation of policies and laws on the development and use of human resources and high-quality human resources to meet the requirements of socio-economic development in the period from 2021 to December 31, 2024 nationwide (from the 13th National Congress of the Party to present).

It is expected that at the August 2025 meeting of the National Assembly Standing Committee, the Supervisory Delegation will report the supervision results and submit to the National Assembly Standing Committee for consideration and approval of the draft resolution on thematic supervision.

Be clear about responsibilities, avoid "watching flowers while riding a horse"

Commenting, National Assembly Chairman Tran Thanh Man emphasized that the Supervisory Delegation must carefully study the scope of supervision, especially the documents issued and implemented by the Party and the State; which contents are being implemented, which contents have not been implemented; identify issues of public opinion and people's concern in the supervision topic... in order to have a relatively comprehensive picture of the current state of human resources in the country, clearly assessing the scale and quality of the human resources structure in the country's current correlation in the region and the world.

“We supervise a lot, go to the field a lot, but in the end, the supervision product must make recommendations indicating which agencies and sectors have implemented and which have not. Each member of the supervision team must be responsible, have a product to contribute comments and suggestions, especially opinions on the supervision conclusion,” Mr. Tran Thanh Man emphasized.

Vice Chairman of the National Assembly Tran Quang Phuong said that the monitoring delegation has the business of inviting experts and their opinions can be used for consultation. However, if experts are hired, they will be responsible for their recommendations, especially since many delegates, although retired, have experience and are still mentally sharp.

Note that all 63 localities have reported, so it is possible to choose to visit some localities. Mr. Tran Quang Phuong expressed his opinion that it is not necessary to visit many localities, to avoid "riding a horse to see flowers".
