On the afternoon of January 18, Hue City Police announced the initiation of a criminal case, the prosecution of the accused, and the temporary detention of Mr. Le Anh Phuong (director of Hue University).

Previously, Thua Thien Hue Provincial Police (now Hue City Police) prosecuted and temporarily detained Nguyen Van Vinh - former deputy head of the postgraduate training department of Hue University of Education - for the crime of "abusing position and power to appropriate property" under Clause 3, Article 355 of the Penal Code.

The initial investigation determined that from 2020 to 2021, Mr. Le Anh Phuong (at that time the principal of Hue University of Education) signed a decision to open a foreign language certificate training class for students who wished to apply for graduate studies at Hue University of Education at a cost of 7.5 million VND/student.

At this time, Hue University of Education did not have a foreign language department, so these students were transferred to the University of Foreign Languages, Hue University to study with a tuition fee of nearly 5 million VND/student.

The police determined that the difference of more than 2.6 billion VND was appropriated by Mr. Phuong and Vinh.

Therefore, Hue City Police decided to prosecute the case, prosecute the accused, and temporarily detain Mr. Le Anh Phuong to investigate the crime of abusing position and power to appropriate property under Clause 3, Article 355 of the Penal Code.
