Voters' recommendations related to social security issues have been clarified and resolved promptly and thoroughly by People's Council delegates at all levels and local departments, branches and localities, strengthening people's trust in the Party and local authorities.
Dam Thuy irrigation pumping station (Thuy An commune, Dong Trieu town) is managed by Dong Trieu Irrigation One Member Co., Ltd., built and put into use in 1980, serving irrigation for 224.4 hectares of cultivated land. After nearly 40 years of exploitation and use, the pumping station and main irrigation canal have seriously degraded. Voters of Dong Trieu town proposed to the relevant agencies to consider renovating, investing, and upgrading the pumping station, and have a plan to replace the canal, ensuring good service for irrigation activities as well as urban aesthetics, environment, and traffic. This content was quickly resolved by the town and Dong Trieu Irrigation One Member Co., Ltd. with a plan to renovate Viet Dan 2 pumping station, install 2 submersible pumps, and a pipeline system to replace the main irrigation canal of Dam Thuy; the total investment of the plan is 9.6 billion VND. Dong Trieu Irrigation One Member Co., Ltd. is completing investment procedures, expected to start construction in the first quarter of 2025.
Regarding social security, Mong Cai City and the provincial departments and branches will invest in a ferry route to transport people, vehicles, supplies, materials... from the mainland to Vinh Thuc Island. The City People's Committee has approved the Master Plan for the overall development of the city's key transport infrastructure until 2025, with a vision to 2030; including the ferry route project from Mui Ngoc (Binh Ngoc Ward) to Vinh Thuc Island. The city is reporting to the Provincial People's Committee and the Department of Transport for consideration and updating in the province's transport development plan.
Ha Long City voters have proposed to fix the situation of some electric poles located on the road, causing loss of urban beauty and traffic safety; the City People's Committee and the Electricity Department have paid attention to handling, reviewing the current situation, and implementing the relocation. Mr. Ha Van Trung (Minh Khai area, Dai Yen ward, Ha Long City) said: After the city relocates the electric poles located in the middle of the road, the streets will be more open, wider and more beautiful, making it easier for people to travel, ensuring traffic safety and urban beauty.
In recent times, voters' recommendations sent to the Provincial People's Council meetings have always been directed to be resolved promptly and with quality, especially issues directly related to people's lives. 37/47 recommendations sent by voters to the 16th Session of the Provincial People's Council have been directed to be resolved by the Provincial People's Committee (reaching 79%); of which 12 recommendations have been resolved (26%), 25 recommendations have been explained and informed to voters (53%), and 10 recommendations are being resolved (21%).
Regarding the unsolved petitions, the Standing Committee of the Provincial People's Council requested to strengthen coordination and information exchange between functional agencies and committees and delegations of the Provincial People's Council to unify solutions, settlement results, responses and information to voters. Along with that, strengthen the responsibility of leaders for the results of petition settlement to reduce backlog, avoid causing frustration and becoming "hot spots".
The Provincial People's Committee periodically reviews the results of handling voters' petitions and people's feedback; quarterly reports the results to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, and the Standing Committee of the Provincial Fatherland Front Committee to increase responsibility in coordinating the resolution; at the same time, clarify the responsibilities of each level and each sector, clearly assign the presiding agency and the coordinating agency to resolve...
