7 provinces have outbreaks of foot-and-mouth disease (FMD); 5 provinces have outbreaks of lumpy skin disease (LSD); 18,926 poultry and 5,200 pigs were forced to be destroyed. Notably, 20 people died of rabies in 13 provinces and 80 animals in 22 provinces and cities were forced to be destroyed due to suspected rabies. According to forecasts, the risk of disease outbreaks will continue to increase in the coming time, seriously affecting people's health, lives, the environment, food supply, etc.

Pursuant to Official Dispatch No. 31/CD-TTg dated April 4, 2025 of the Prime Minister on the synchronous, drastic and effective implementation of solutions to prevent and control livestock and poultry diseases, on April 12, 2025, Vice Chairman of the Provincial People's Committee Nguyen Minh Canh signed and issued an Official Dispatch on the synchronous, drastic and effective implementation of solutions to prevent and control livestock and poultry diseases.

Accordingly, the Provincial People's Committee requests departments, branches, and People's Committees of districts and cities to synchronously, drastically, and effectively deploy solutions to prevent and control livestock and poultry diseases in accordance with the provisions of the law on veterinary medicine and programs and plans on disease prevention and control in the province that have been issued.

The Department of Agriculture and Environment focuses on guiding, urging, and inspecting the prevention of animal diseases in localities; proactively and closely monitoring the disease situation, ensuring early detection, warning, and thorough handling of outbreaks, preventing widespread disease. Preside and coordinate with relevant departments, branches, and localities to effectively organize Plan No. 8267/KH-UBND of the Provincial People's Committee on animal disease prevention in Ben Tre province in 2025.

The Department of Health proactively provides professional and technical guidance on organizing, inspecting, and supervising the implementation of work to prevent and control diseases transmitted from animals to humans.

The People's Committees of districts and cities promptly direct and mobilize legal resources to thoroughly handle outbreaks when they first arise, prevent disease outbreaks, and limit the occurrence of new outbreaks. Destroy sick or suspected sick animals, proactively implement measures and policies to support livestock farmers suffering losses due to disease in accordance with the law.

Timely detect, prevent and resolutely handle cases of buying, selling, transporting sick animals, and dumping dead animals that spread disease and pollute the environment.

Take the initiative in disease prevention for livestock, especially vaccination against dangerous infectious diseases for livestock and poultry. Organize and implement vaccination for livestock, ensuring that at least 80% of the total livestock at the time of vaccination is covered... Do not let the arrangement of local organization and apparatus affect the work of disease prevention and control.
