Decoding the record construction of 500kV line 3 to bring electricity to the North

The implementation of the 500kV line 3 Quang Trach - Pho Noi in a record short time in terms of investment policy and project construction has brought about many positive results.

On the morning of December 8, the conference summarizing the investment and construction of the 500kV line circuit 3 Quang Trach - Pho Noi was chaired by Prime Minister Pham Minh Chinh. The conference was connected online with 9 localities where the project passes through.

Reporting on the project implementation, Mr. Dang Hoang An - Chairman of Vietnam Electricity Group (EVN) - said that this is a project with an investment policy that was implemented in a record short time compared to projects of similar scale. The time was shortened from 1.5 to 2 years and implemented in only 5 months.

The project has 226 packages, working almost day and night without days off, selecting contractors in just 60 days when the Government allows parallel implementation of the works.

This is a project spanning across 9 provinces. After only 3 months of construction, the site was handed over for all 1,177 foundation locations. After 6 months, the route corridor was handed over for all 513 anchorage spaces.

After 6 months of construction, the last project of the 4 component projects was energized on August 27, 2024, EVN put into operation 4 500kV transmission lines from North to South along the length of the country.

Regarding the difficulties, the EVN general director said that the project was implemented on a terrain that passed through many difficult locations, requiring dozens of kilometers of temporary roads to reach the column foundation location. Difficulties in mobilizing machinery to simultaneously construct the foundation locations within 70 days resulted in a local shortage of equipment. The total volume of steel columns was up to 139,000 tons, which had to be completed in a short time, exceeding the normal production capacity of the units.

Along with that is the difficulty in mobilizing the construction force, which at times reached 10,000 - 12,000 workers. However, the contractor's resources only met 50% of the force, the rest had to be mobilized internally from EVN and other corporations.

Project implementation in adverse weather conditions also requires all parties to have timely solutions in management and creative solidarity.

Deputy Minister of Industry and Trade Truong Thanh Hoai said that during the project implementation, the work of reviewing technical designs was accelerated, difficulties in converting forest land use for project construction were removed, especially compensation and site clearance.

Through progress review meetings, government leaders, ministries, localities, and project investors have communicated and explained to people to promptly hand over the site.

Every month, the Prime Minister chairs a meeting to review the project implementation status, assigns specific progress on site clearance, and organizes many inspection teams to promptly grasp difficulties and obstacles, helping to speed up construction progress.

Many unprecedented regulations are processed quickly.

In fact, in the locality, Mr. Tran Bao Ha - Vice Chairman of Ha Tinh Provincial People's Committee - said that the power line running through the province is up to 141.52km with 285 pole foundation locations. Of these, 178 foundation locations run through forest and forestry land, requiring conversion of nearly 40,000 hectares of forest land.

Along with the procedures for converting forest land use, issues not regulated by law such as using temporary construction works on forest land, reforestation, etc. need to be handled.

Therefore, the province has asked for opinions from relevant ministries and branches to advise the Government to issue regulations on temporary forest use and other regulations. Mr. Ha said that the project implementation requires the participation of the entire political system and specialized agencies right from the project implementation; on-site inspection and consultation with all parties to remove difficulties...

According to Secretary of the Central Youth Union Ngo Van Cuong, youth volunteer teams have actively supported the relocation of assets and the dismantling of houses, barns, and structures located on the 500kV power line corridor.

Especially during the peak emulation period, many meaningful activities were deployed, creating a vibrant and widespread emulation atmosphere, attracting a large number of youth union members and people to respond. Including 465 youth volunteer teams with 6,272 youth union members participating in supporting at 297 construction sites.

Youth volunteer teams have completed the dismantling of 262 houses, 150 barns and structures; cleared and cleared 176 hectares of production forest and cut down 22,826 trees in the plains and residential areas where the 500kV power line corridor passes through to hand over the construction site.

Typical anti-waste project, contributing to creating a foundation for double-digit growth

Reiterating General Secretary To Lam's guiding viewpoint on combating waste, in which the 500kV transmission line project is a typical example in accelerating the implementation of key national projects, the Prime Minister said that the project not only demonstrates the strength of the electricity industry but also the entire political system.

Thanks to that, the project not only met the progress requirements but also the quality, which was verified after storm No. 3. "When the storm hit, I was very worried that if this power line had a problem, all the efforts would be in vain. However, our power line is still standing firm" - the Prime Minister expressed.

This is also a project that is implemented quickly but without price increases, contributing to the fight against waste. Payments are made in a clear manner, payment records are processed immediately when there are problems in the spirit of openness, transparency and fairness.

From the results achieved by the 500kV transmission line project, the Prime Minister said that without a growth breakthrough, the targets cannot be achieved. Therefore, it is necessary to promote double-digit growth, meaning that the electricity industry must double its growth with century-old projects, projects that turn the situation around, and change the state of energy.

With the goal of absolutely not having a power shortage, the Prime Minister requested to promote self-reliance, resilience and creative flexibility. Promote the strength of the entire political system, ensure power sources, transmission, distribution and effective use, with electricity prices suitable for the economy and people's income.

Accordingly, EVN needs to mobilize social resources for the electricity industry to make breakthroughs, linked to the country's industrialization and modernization. Promote the application of science and innovation, cloud computing and the Internet of Things, and build a data system for a smart electricity industry.
