Not only now, but since the beginning, humans have known how to use science and technology as a crucial resource for social development. If metal production tools were not invented, humans would forever live in a primitive tribal system. If machines were not invented to replace human labor, the image of “the buffalo goes first, the plow follows” would forever exist.
In particular, if extremely modern devices such as airplanes, ships, radio communication systems, AI, etc. were not invented, how could the world be as flat as it is today, when everything that happens anywhere on earth can be grasped by all of humanity almost at the same time.
In Vietnam, since it was a poor and backward agricultural country, it had to continuously go through long and arduous resistance wars, fighting against the most powerful foreign invaders in the contemporary world such as French colonialism, Japanese fascism and American imperialism; besides the great material and spiritual support of friends from all over the world, without constant creativity and breakthroughs in science, especially the application of scientific advances in agriculture to supply food for the front line; in the production of weapons and ammunition suitable for the guerrilla warfare model with Vietnamese characteristics, we could not have the independence, freedom and territorial integrity we have today.
After the country's reunification, at the 6th National Party Congress (1986), our Party considered science and technology as the driving force for the country's comprehensive innovation. At the 7th National Party Congress (1991), it affirmed that science and technology are the foundation of industrialization and modernization. The 8th (1996) and 9th (2001) Party Congresses considered science and technology as the top national policy, the foundation and driving force for industrialization and modernization. The 10th Congress (2006) emphasized the driving role of science and technology in the development of a knowledge-based economy. The 11th Congress (2011) set out the renovation policy to comprehensively promote the innovation process and science and technology plays a key role in the process of rapid and sustainable development.
Most recently, General Secretary To Lam said that developing science and technology, innovation and digital transformation are mandatory choices, the only way to develop the country and improve people's lives.
Accordingly, with the goal of becoming a modern industrialized country by 2030 and a developed, high-income country by 2045, we must consider science and technology, innovation and digital transformation as key driving forces. This is the "golden key", the vital factor to overcome the middle-income trap and the risk of falling behind, while realizing the aspiration of our nation to become strong and prosperous.
Our Party and State always consider science and technology as the decisive factor and foundation for the sustainable development of the country. However, looking at it in a comprehensive, serious and objective way, the results of implementing the Resolutions of the Central Committee have not achieved the set goals, have not been as expected, and have not met the development requirements. There are still many shortcomings, limitations, barriers, and bottlenecks that are hindering the development of science and technology originating from institutions, mechanisms, policies, laws, resources, and means.
Thus, although we know the value and importance as well as the causes of existence and limitations, how to bring science and technology into life effectively and promptly is not an easy question to answer.
According to General Secretary To Lam, it is necessary to always thoroughly grasp the viewpoint that investment in science and technology, innovation and digital transformation is a long-term strategy, accepting delays and risks in implementation. Consider this an investment, and when investing, you accept that there will be wins and losses.
In terms of action, it is necessary to clearly define what the State does? What do businesses do? What do intellectuals and scientists do? What do the people do? How do they benefit? The State needs to focus on four most important things: perfecting institutions and laws to make breakthroughs and develop; building an infrastructure system to serve breakthroughs; creating a rich, intelligent, and capable human resource for breakthroughs and ensuring security, safety of information data, secrets, know-how, ensuring intellectual property rights, protecting national sovereignty, and developing independently.
Specifically, we must be unified in both perception and action. In which, we must identify the development of science and technology, innovation and digital transformation as strategic tasks of the entire Party, people and army. We must urgently complete institutions and policies as soon as possible to remove all bottlenecks and barriers, unleash creativity to the maximum, and encourage daring to think, to do and to take responsibility.
Have a specific plan to build high-quality human resources, especially science and technology talents. Implement breakthrough solutions to attract leading technology corporations, attract Vietnamese and foreign technology talents to work.
Prioritizing budget allocation for science and technology is a breakthrough national policy. Allocate budget for science and technology, establish science and technology funds, encourage the formation of venture capital funds, angel funds, start-up funds, innovation funds, etc.
Increase investment in technology infrastructure; focus on key industries with advantages and potential, avoid spreading; promote cooperation and take advantage of international knowledge: Promote research cooperation and technology transfer with advanced countries, especially in areas such as artificial intelligence, biotechnology, semiconductors and renewable energy, etc.
