Gia Lai province strives to achieve a growth target of 8.06% by 2025; under favorable conditions, it will be 10.06%. This is a difficult task, requiring the joint efforts and consensus of the entire political system, with effective solutions and drastic actions to ensure completion.
BREAKTHROUGH SOLUTIONS
Implementing the theme of 2025 set by the Government, the People's Committee of Gia Lai province has issued a Directive on emulation to successfully carry out the tasks of socio-economic development and ensuring national defense and security in 2025. The province requires all levels, sectors, units and localities to focus on successfully implementing the tasks set out in the Resolution of the 16th Provincial Party Congress; to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently in accordance with the direction of the Central Party Committee.
With the motto of action "Breakthrough - Decisive - Discipline - Creativity - Efficiency", the province has focused on directing all levels and sectors to identify difficulties and challenges, determine economic growth drivers; build growth scenarios for 2025 on a monthly and quarterly basis. Therein, focusing on renewing traditional growth drivers, strongly promoting new growth drivers; maximally mobilizing and effectively using resources for development.
Chairman of Gia Lai Provincial People's Committee Rah Lan Chung said that in order to achieve the growth target of 8-10%, in addition to public investment sources, there must be additional solutions to renew old motivation, remove obstacles and difficulties for businesses, and large projects must be implemented on schedule. Gia Lai province identified 4 main solutions to achieve the economic growth target in 2025: clearing bottlenecks, mobilizing the highest resources; reviewing unfinished projects to speed up the implementation progress and putting them into use; strongly promoting the contribution of people and businesses to non-budgetary investment projects; utilizing resources from the Central Government for public investment projects.
POSITIVE SIGNAL
Since the beginning of the year, the province has licensed 12 investment projects in the area with a total investment capital of more than 12 trillion VND (compared to 17 licensed projects in 2024, with a budget of 14 trillion VND); budget revenue reached 1,700 billion VND. Immediately after the Lunar New Year, the Gia Lai Provincial People's Committee held meetings to reach an agreement with Hoang Anh Gia Lai Group and Truong Hai Group Joint Stock Company (Tha-co) to build a logistics center in Gia Lai; had many solutions to remove difficulties to put 34 industrial clusters with an area of 2,000 hectares into operation; assigned the Department of Construction to preside over and coordinate with relevant ministries, branches and Binh Dinh province to speed up the implementation of Quy Nhon-Pleiku expressway investment projects, submit to competent authorities for consideration in May 2025; invest in the construction of Pleiku Airport to ensure the ability to operate irregular international flights.
With an area of over 1.4 million hectares of production land, in 2024, Gia Lai's agricultural production value will reach about 36,000 billion VND, accounting for 30% of the province's economic value, ranking 5th in the country. In 2025, the province aims to develop the agriculture, forestry and fishery sector by 4.9%, with a scale of over 4,000 billion VND. Director of the Department of Agriculture and Environment of Gia Lai province Luu Trung Nghia said that the department has developed development scenarios for each sector to complete the set goals, ensuring the growth rate of the agriculture, forestry and fishery sector in 2025 is 5.3%, higher than the target assigned by the province.
To achieve the goal, the unit is strongly restructuring agriculture in line with advantages, market demand and adapting to climate change; promoting trade promotion activities, developing markets to connect more closely with the global consumption network; attaching importance to the application of science and technology, especially high technology, encouraging clean agricultural production, organic agriculture; developing multifunctional forestry, planting large timber forests, improving the level of ensuring the supply of raw wood for the processing industry; continuing to call for investment projects in agriculture, creating more favorable conditions for business development, cooperative economy; continuing to improve the capacity for natural disaster prevention and mitigation; reviewing and streamlining the organizational structure, rearranging and improving the efficiency of public service units; creating new momentum for developing modern and more effective agriculture and building new rural areas.
Currently, Gia Lai province has attracted 295 investment projects in high-tech agricultural production; of which, 133 projects have had investment decisions, including 29 crop projects, 93 livestock projects and 11 afforestation projects. Some typical models operate quite effectively, such as: Passion fruit processing factory of Quicornac Company Limited in Tra Da Industrial Park with a processing capacity of 450 tons/day; High-tech agricultural zone of Nafood Group Corporation in Chu A commune, Pleiku city, producing 4,000 passion fruit trees/day, processing factory with a capacity of 350 tons/day; organic coffee production of Vinh Hiep Company Limited in Ia Tiem commune, Chu Se district with about 45 hectares of organic coffee meeting US standards (Organic USDA)...
Director of the Department of Finance Do Viet Hung said that in order to achieve a growth rate of 8% or more by 2025, the province needs to mobilize more resources to increase total social investment capital by VND 200 billion (from VND 29,200 billion to VND 29,400 billion); accelerate disbursement of public investment capital from the beginning of the year; strengthen market confidence, strongly promote private investment, processing and manufacturing industry; the service industry strives to increase total state budget revenue in the area by VND 463 billion (from VND 6,435 billion to VND 6,898 billion); tourism revenue increases by VND 50 billion (from VND 950 billion to VND 1,000 billion).
According to the Department of Industry and Trade's calculations, to achieve a growth rate of 10.06%, in 2025, the electricity output in the area must reach 11,750 million kWh, an increase of 1,749 million kWh, an increase of 17.48% compared to the estimated implementation in 2024. To achieve this target, the province is directing the industry to actively work with the Ministry of Industry and Trade to implement procedures for project acceptance, grant operating licenses and negotiate selling prices to put 5 wind power projects with a capacity of 384 MW that have been completed into operation; at the same time, allow 5 solar power projects that have been approved for investment in the Plan to implement the Power Plan VIII to promote production and create a breakthrough growth momentum.
With the joint efforts, consensus, focusing on maximizing the exploitation of potentials and advantages, overcoming "bottlenecks", we believe that Gia Lai province will have rapid development in 2025; towards the goal of green and sustainable growth; becoming the center of the Northern Central Highlands region and the driving force in the Vietnam-Laos-Cambodia development triangle.
