At the Conference to honor outstanding taxpayers in the period of 2020 - 2022, the Ministry of Finance said that in the context of the prolonged Covid - 19 pandemic, the domestic and export markets have both narrowed, production and business activities have been seriously affected... causing Vietnamese businesses and entrepreneurs to face unprecedented challenges.
Recently, a series of policies have been issued to support the business community. Notable among them are policy solutions on extending, exempting, and reducing taxes, fees, charges, and land rents, exempting and reducing corporate income tax, personal income tax, value added tax, import tax, environmental protection tax, and many other fees and charges...
The Ministry of Finance said that the total scale of support solutions in 2020 is about 129,000 billion VND, in 2021 about 145,000 billion VND, in 2022 about 233,000 billion VND.
Thus, in just 3 years from 2020 to 2022, the total scale of business support solutions is more than 507,000 billion VND. Of which, the amount of extended tax is over 352,000 billion VND, and the amount of exempted and reduced tax is about 155,000 billion VND.

Most recently, in 2023, the Ministry of Finance continued to submit to competent authorities and promulgate support policies under its authority with a scale of about 196,000 billion VND. At the same time, the Ministry of Finance submitted to the Prime Minister a proposal to reduce land rent payable in 2023. It is expected that by implementing this solution, the amount of land rent to be reduced in 2023 will be about 3,500 billion VND.
In addition to financial solutions, the Ministry of Finance said that in recent times, it has also accelerated the national digital transformation process, providing high-quality electronic tax services to taxpayers.
After nearly 2 years since the implementation of the national electronic invoice system, over 851,000 enterprises and over 65,000 business households and individuals doing business using the declaration method have registered and converted to using electronic invoices according to regulations; tax authorities have received and processed over 5 billion electronic invoices.
Along with electronic invoices, the Tax sector has also successfully deployed an electronic information portal to serve taxpayers doing e-commerce business.
By the end of September 2023, 62 foreign suppliers had carried out tax procedures through the Portal, including 6 large technology corporations: Facebook, Google, Microsoft, TikTok, Netflix, Apple. The total tax paid by foreign suppliers through the Portal was more than VND 9,000 billion.
“This result makes Vietnam one of the four leading countries in the ASEAN region to collect taxes from foreign suppliers. This is an important step, affirming the country's tax management sovereignty over cross-border digital e-commerce business activities,” said the Ministry of Finance.
Also according to the Ministry of Finance, as of September 2023, 351 e-commerce platforms have sent information through the Portal, including transaction data of more than 34,000 organizational suppliers in Vietnam, 136 foreign organizational suppliers, 214,000 individual suppliers in Vietnam, and 7 foreign individual suppliers .
