On January 22, the High Representative of the European Union (EU) for Foreign Affairs and Security Policy Kaja Kallas announced that he wanted to "do more" with frozen Russian state assets to provide military support to Ukraine.

Speaking at the European Defence Agency conference in Brussels, Ms Kallas said: "I would like to consider doing more, including using frozen assets to support Ukraine."

After Russia began its military campaign in Ukraine, the West froze nearly half of Russia's foreign exchange reserves, estimated at 300 billion EUR (equivalent to 320 billion USD).

More than EUR 200 billion of this is in the EU, mainly in the accounts of Euroclear in Belgium - one of the world's largest clearing banks.

The Kremlin has repeatedly condemned these asset freezes as “theft” and warned that the use of such funds is illegal and sets a dangerous precedent.

Kremlin spokesman Dmitry Peskov stressed: "Moscow will file a lawsuit against any party involved in the appropriation of this country's assets."
