No stopping at bus stop
Article 18 of the 2008 Road Traffic Law stipulates stopping and parking on roads as follows:
1. Stopping a vehicle is a temporary stationary state of a vehicle for a period of time necessary for people to get on or off the vehicle, load or unload goods or perform other work.
2. Parking is a stationary state of a vehicle for an unlimited period of time.
Article 18, Clause 1 of the 2008 Road Traffic Law stipulates places where vehicles are not allowed to stop: On the left side of one-way streets; At bus stops; Within railway safety zones...
Thus, stopping at bus pick-up and drop-off points is a violation of the law.

Penalty level
According to Point d, Clause 3, Article 5 of Decree 100/2019/ND-CP, the regulations on penalties for drivers of cars and similar vehicles violating road traffic rules are as follows:

3. A fine of VND 800,000 to VND 1,000,000 shall be imposed on a driver who commits one of the following violations:
a) Driving a vehicle at a speed exceeding the prescribed speed from 5 km/h to under 10 km/h.
b) Continuously honking, revving the engine; honking the air horn, using high beams in urban areas and densely populated areas, except for priority vehicles on duty as prescribed.
c) Changing direction without slowing down or signaling (except when driving along a curved road section where the roads do not intersect at the same level).
d) Failure to comply with regulations on stopping and parking at road intersections at the same level as railways; stopping and parking within the safety zone of railways, except for violations specified in Point b, Clause 2, Point b, Clause 3, Article 49 of this Decree.
d) Stopping or parking at locations: at road intersections or within 5m from the edge of the intersection; bus stops; in front of or within 5m on both sides of the gate of an agency or organization with a road for cars to enter and exit; where the road section is only wide enough for one lane; obscuring road signs; where the median strip is open.
e) Parking a vehicle not close to the curb or sidewalk on the right side of the road in the direction of travel or the nearest wheel is more than 0.25 m from the curb or sidewalk; parking on a tramway or bus lane; parking on a drainage manhole, telephone or high-voltage power line, or a space reserved for fire trucks to get water; parking or leaving a vehicle on the sidewalk in violation of the law; parking where there is a "No Parking" sign or a "No Stopping and Parking" sign, except for violations specified in Point i, Clause 4, Point b, Clause 6 of this Article;
g) Not using or not using enough lighting from 7:00 p.m. the previous day to 5:00 a.m. the following day, when fog or bad weather limits visibility; using high beams when avoiding oncoming vehicles...
Thus, people who stop their cars at bus pick-up points will be fined from 800,000 VND to 1 million VND.
