Stop issuing international driving licenses online until June

Issuing an International Driving Permit (IDP) is a service that people could previously do online on the public service portal of the Ministry of Transport (old) with a fee of about 135,000 VND and a processing time of 5 days. However, since the transfer between the two sectors (March), the old public service portal no longer exists, while the new portal at dvc4.gplx.gov.vn operated by the Traffic Police Department (CSGT) only provides domestic driver's license exchange services.

The Traffic Police Department said that due to the transition process, this function cannot be provided on the online platform at this time. The Ministry of Public Security is planning to build a feature to receive international driving license applications, expected to be operational in June 2025.

People who need to apply for an IDP can go directly to the department receiving documents for issuing and exchanging driver's licenses at the Traffic Police Department and Traffic Police Department, Public Security of the following provinces and cities: Hanoi, Ho Chi Minh, Da Nang, Tay Ninh, Nghe An, Dong Nai, Ba Ria - Vung Tau, Thanh Hoa to submit their documents and receive instructions on the procedures.

The International Driving Permit (IDP) in Vietnam is implemented under the Vienna Convention 1968, an international treaty that establishes standard traffic rules between the parties to the convention. IDP holders can use it in the countries that are members of the Convention, including 86 countries, mostly in Asia and Europe.

For those who often travel, work, study abroad and need to drive, the IDP is an important document. The validity of the IDP is 3 years from the date of issue, but must follow the validity of the domestic driver's license. That is, if the domestic driver's license is only valid for two years, the IDP is also only valid for two years. If you want to renew it, the first thing to do is to change to a domestic driver's license.

IDP is not the only type of license to drive abroad because it is limited to 86 countries. Some countries that Vietnamese people travel to a lot, such as Japan, do not accept this type of license for foreigners.

Another type of driver's license that is valid in 192 countries is the driver's license issued by the International Automobile Association (IAA, headquartered in New York). However, this type of license is not issued through state agencies, but people in need proactively register and submit documents on the IAA website, or through third-party services, with prices ranging from 1.5 to 3 million VND, depending on the validity period from 1 to 20 years.
