Before the ban on 29-seat vehicles entering Nha Trang city center during rush hours, many businesses said that many other factors need to be considered.


On holidays and weekends, the number of vehicles entering Nha Trang city center increases sharply. Traffic jams often occur on some main roads such as Tran Phu, Nguyen Thi Minh Khai, Le Hong Phong, Tran Nhat Duat, etc., causing frustration for residents and tourists.

Ban all vehicles with tourist badges

Besides, in Nha Trang city during rush hours in the morning and afternoon, on many roads, especially where there are schools, traffic congestion becomes serious.

Nha Trang city often experiences traffic jams due to the high number of vehicles.

To avoid traffic congestion, from January 2023, Khanh Hoa Provincial People's Committee will only allow vehicles with more than 29 seats with tourist badges to enter Nha Trang city center during rush hours.

However, the above move has not really brought results. Meanwhile, in Khanh Hoa province alone, the Department of Transport has so far granted "tourist car" badges for vehicles with more than 29 seats to 450/778 vehicles and is continuing to receive documents for the above work.

According to Khanh Hoa Department of Tourism, in the first 11 months of 2024, the locality welcomed 10.1 million visitors, an increase of 53.8% over the same period in 2023. Of which, more than 4.2 million were international visitors. Total revenue from tourists is estimated at VND 48,902.3 billion, an increase of 61.5% over the same period.

In addition, many vehicles issued "tourist vehicle" badges by other local Departments of Transport have come to operate in Nha Trang City, causing traffic infrastructure to become overloaded.

Therefore, the Traffic Safety Committee of Khanh Hoa province proposed to the Provincial People's Committee to consider and has just agreed to ban passenger cars with more than 29 seats, including cars with "tourist car" badges, from entering the city center during rush hours from 6:30 a.m. to 8:00 a.m. and from 4:30 p.m. to 6:30 p.m. The prohibited area is from the east of Le Hong Phong Street to Tran Phu Street and from the south of Cai River to the north of Binh Tan Bridge.

Businesses "struggling"

Regarding the information about banning tourist vehicles with more than 29 seats, Mr. Pham Minh Nhut, Permanent Vice President of Nha Trang - Khanh Hoa Tourism Association, said that he is synthesizing opinions of tourism businesses to make recommendations to local authorities.

According to Mr. Nhut, traffic congestion during rush hours on some routes is real, but not all of them are caused by vehicles with more than 29 seats. Among the many causes, there are vehicles stopping and parking illegally, taxis parking along many streets waiting to pick up passengers...

"Nha Trang tourism is developing strongly, banning vehicles with more than 29 seats that have been granted tourism badges during peak hours could lose the tourist market that is on the way to recovery. Therefore, the association is synthesizing opinions from businesses and proposing solutions to send to the competent authority for consideration," said Mr. Nhut.

Mr. Nguyen Anh Tuan - Deputy Director of Anh Tuan Phat Company, a unit specializing in transportation services in the tourism industry - said that during peak hours there are often buses from the airport to the hotel or from the hotel to restaurants and vice versa.

The ban on vehicles with more than 29 seats forces businesses to consider using smaller vehicles. Because they are smaller, more vehicles are needed and can cause more traffic congestion. Increased costs and impact on customer psychology are two other concerns for businesses.

From the above analysis, Mr. Nguyen Anh Tuan believes that vehicles with more than 29 seats should be banned from 6:30 a.m. to 7:00 a.m. and from 4:30 p.m. to 6:00 p.m. because these are the hours when students have gone to school or returned home, so the pressure on the roads is reduced.

During this time, the transport unit also has time to pick up and drop off passengers appropriately. At the same time, "it is necessary to consider traffic diversion at points that often cause congestion, forcing vehicles with 4 seats or more to go in one direction to avoid traffic conflicts causing congestion" - Mr. Tuan suggested.

Handling of illegal wharfs

In Nha Trang City, spontaneous "parking lots" and "illegal stations" have also emerged. Notably, an illegal station of about 4,700 square meters is located at the roundabout on Thich Quang Duc Street. In addition, along the urban areas of Le Hong Phong 2, VCN Phuoc Hai... the situation of tourist cars parking everywhere, picking up passengers encroaching on the roadway has made people angry.

Nha Trang City People's Committee has requested relevant authorities, localities, and investors to conduct inspections and reviews of illegal parking lots at the roundabout on Thich Quang Duc Street. Individuals are not allowed to organize illegal parking lots, set up "illegal bus stations", or disguised fixed-route buses to pick up and drop off passengers at the wrong places.
