The project to renovate and upgrade National Highway 28B through Binh Thuan and Lam Dong provinces was approved by the Ministry of Transport at the end of November 2023; total investment of VND 1,435 billion from the state budget; construction to be completed in 2025, and completion in 2026.
The project is 68 km long, of which 51 km passes through Binh Thuan province, 17 km through Lam Dong province, with a roadbed width of 12 m, road surface width of 7 m, design speed from 60-80 km/h; the Vietnam Road Administration is the investor, Project Management Board 5 organizes project management.
Information from the Department of Transport of Binh Thuan province has just announced: Currently, the Project 5 Management Board has selected a consulting contractor to survey, design and estimate construction drawings for the project and is submitting them to the Vietnam Road Administration for review and approval of the typical project drawing design; it is expected to complete investment procedures, select contractors and start construction in the second quarter of 2024.

National Highway 28B (the shortest route connecting Da Lat and Phan Thiet) is inherently narrow, overloaded, has sharp turns, winding, and steep slopes... Since the opening of the Vinh Hao - Dau Giay Expressway, many people have chosen National Highway 28B to travel from Ho Chi Minh City to Da Lat to save time. The number of vehicles has increased dramatically, not only tourist cars, but also personal cars, coaches, trucks, dump trucks, containers, etc., causing National Highway 28B to deteriorate even more seriously. The road surface is peeling, full of potholes, and low-chassis vehicles are very difficult to move, making driving on this national highway very stressful and dangerous.
People of Binh Thuan, Lam Dong, Ho Chi Minh City... hope that the Ministry of Transport will soon implement the project to upgrade and renovate National Highway 28B, connecting the two tourist centers of Da Lat and Phan Thiet, promoting the tourism triangle of "Ben Thanh market - Da Lat flowers - Mui Ne beach", both promoting trade and socio-economic development between Binh Thuan and Lam Dong, and strengthening national defense and security in the Central Highlands and Central Coast.
