In late March 2025, 42 construction teams were organized by contractors at Component Project 3, with more than 400 pieces of equipment and nearly 300 workers mobilized, simultaneously implementing construction items.
According to the investor's report, as of March 19, 2025, the total value of the construction package of Component Project 3 has reached nearly 41% of the contract value (16.16% behind schedule). The reasons for the delay are due to the lack of material sources, the incomplete return of the landfill, and the delay in moving technical infrastructure, etc.
Faced with the urgent need to compensate for the delayed volume, contractors have urgently adjusted the detailed progress of the items and have been approved by the investor.
Specifically, in package No. 2, the joint venture of Tan Nam Construction Joint Stock Company and Hoang Nam Bridge and Road Construction Company Limited has adjusted the detailed plan to implement the items until the end of August 2025. The unit aims to complete the construction of the main roadbed section Km87+465 - Km95+200 before August 11, 2025, in which the 4% cement crushed stone aggregate item will be completed by the end of April 2025, the construction of the asphalt concrete road surface will be completed by the end of June 2025, and the completion of the longitudinal ditch system and reinforced curbs before August 11, 2025.
Similarly, for the bridge items on the route including People's Bridge 3, Ea Krong Buk Bridge, Ea Krong Pac Bridge, People's Bridge No. 2, strive to complete by the end of June and early July 2025.

The joint venture of contractors (Construction Corporation No. 1 - JSC, Trung Nam Construction and Installation Joint Stock Company and An Nguyen Company Limited) has also developed a detailed construction progress adjustment table for package No. 3, section Km 101+500 - Km 108. According to the latest adjusted schedule, the joint venture strives to complete the main route items by early July 2025, and complete the frontage road system by the end of August 2025. Some bridge projects on the route have also had their progress adjusted, such as Ea Yong bridge to be completed around mid-May, and residential bridge No. 7 to be completed by mid-July this year.

Implementing the direction of Prime Minister Pham Minh Chinh, in early March 2025, 7 working delegations led by 7 Deputy Prime Ministers inspected the implementation of expressway projects nationwide. Of which, delegation No. 3 led by Deputy Prime Minister Le Thanh Long inspected expressway projects: Chi Thanh - Van Phong, Van Phong - Nha Trang, Component Projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1.
Through the inspection, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts of ministries, branches, localities, investors, contractors, and related units in closely coordinating to implement the projects.
In addition to the achieved results, there are still some tasks that have not been completed as planned and have not ensured the set progress. In particular, the site clearance and relocation of technical infrastructure in Khanh Hoa and Dak Lak provinces of the Khanh Hoa - Buon Ma Thuot Expressway Project have not been completed according to the direction of the Prime Minister (the section through Dak Lak province still has 10 hectares of site clearance, a high-voltage power line location).
Construction progress at component projects 1 and 3 of the Khanh Hoa - Buon Ma Thuot expressway and the Chi Thanh - Van Phong expressway project has not met expectations, while the remaining workload is very large.

To achieve the goal of completing 3,000 km of expressway by the end of this year, the Deputy Prime Minister requested the Dak Lak Provincial People's Committee to continue to propagate and mobilize people to promptly hand over the site and direct the acceleration of the relocation of technical infrastructure works in March 2025.
In particular, the Deputy Prime Minister requested Dak Lak province - as the managing agency of Component 3 Project, to direct the investor, consulting unit and contractors to update the overall and detailed construction progress, clearly identifying the determination to complete the project in 2025. Along with that, there should be solutions to compensate for the delayed volume, reserve time in case of unfavorable weather conditions; increase human resources, construction machinery and equipment, and financial resources to organize construction in "3 shifts, 4 shifts".
Investors and contractors must not be negligent or subjective, because this is a route section through an area with unfavorable weather conditions, the rainy season comes early (June every year), focus on accelerating construction, ensuring the completion of the entire lower asphalt concrete layer before the rainy season.
The representative of the investor of Component 3 said that, following the direction of the Government and on the basis of the detailed schedule adjustment table, the investor continues to urge and direct the contractor to increase machinery and equipment, organize overtime work, carry out construction in "3 shifts, 4 shifts", taking advantage of the sunny weather to make up for the work that was delayed in the previous months. Regarding the problems with the material mines, the investor has requested the contractor to increase equipment, production lines, increase the capacity of mining and producing stone at special mines, and gather them at the construction site to serve the construction. At the same time, the contractor is required to review the reserves and quality of commercial material mines, and the surplus reserves of special mines that have been supplied to other contractors within the project scope to meet the demand for stone for construction.
