Also according to this regulation, for extra-urban routes, there is no limit on the operating time of environmental sanitation vehicles. Vehicles transporting construction materials and loose waste operate without time limit, on the basis of complying with the commands and instructions of the road signal system; when stopping or parking to load or unload goods, they must be in the correct location where stopping and parking are permitted and must ensure traffic safety, comply with the rules on stopping and parking on roads and streets as prescribed in Article 18 of the Law on Road Traffic Order and Safety 2024.

This Decision does not apply to environmental sanitation vehicles, vehicles carrying construction materials and loose waste mobilized for rescue missions, to rescue 2 households, to overcome natural disasters, epidemics or to perform tasks in emergency situations as prescribed by law.
The Provincial People's Committee assigned the Provincial Police to direct the traffic police force to strengthen inspection and handle violations of operating hours of environmental protection vehicles, vehicles carrying construction materials and loose waste according to this Decision.
The Department of Construction coordinates with the People's Committees of districts, towns, cities and relevant agencies to conduct surveys to determine specific operating hours for routes under its management and submit them to the Provincial People's Committee for approval.
